What about that second one - Is it fair to all concerned?..... what does that really mean?

I think it means giving people what they need.

I usually relate the idea of being 'fair' to people - especially in the world of education or supervision - to performing the heimlich maneuver. Just because Johnny doesn't need the heimlich maneuver doesn't mean I wouldn't perform the heimlich maneuver on Sally if she were choking!! To me, fair does not automatically mean equal. Just because I read a test to Johnny based on his needs, doesn't mean it's unfair to Sally because she can (and does) read her own test to herself.

Just a thought.....
