The Phillipsburg Early Childhood Program including The Early Childhood Learning Center, Norwescap Head Start and ABC Playschool offer free preschool for three and four year old children residing in the town of Phillipsburg. To attend the 2023-2024 school year your child must be three years of age on or before 10/01/2023.

The Phillipsburg School District is responsible to locate, identify and evaluate all children living in Phillipsburg, ages 3-21, who may be disabled. Included in the district's " Child Find" are all preschool children from 3-5 years of age and children who are highly mobile, such as immigrant and homeless students.
