Updated COVID-19 Testing Information in Arden Arcade
Below is information related to COVID-19 testing that is available in the Arden Arcade area. Testing for this site is available every Thursday from 1 p.m. - 5 p.m. Please call Firehouse Community Center at 916-567-9567 to schedule an appointment for testing.

Message from The Mathematica Core Set Review Team
OFFICIAL NOTICE:
The Child and Adult Core Sets serve as key indicators of the quality of health care that Medicaid and CHIP beneficiaries receive. The Medicaid and CHIP Child and Adult Core Set 2021 Annual Review Workgroup was charged with reviewing the measures included in the 2020 Child and Adult Core Sets, identifying gap areas, and recommending changes to improve the Core Sets.
This email is to notify stakeholders that a draft of the report, Recommendations for Improving the Core Sets of Health Care Quality Measures for Medicaid and CHIP: Summary of a Multi-Stakeholder Review of the 2021 Child and Adult Core Sets, has been released for public comment. The report is available at www.mathematica.org/MACCoreSetReview.

Essay: There is no justice for black communities, with the pandemic and police violence written by Kindra Montgomery-Block
As a black woman from South Sacramento, I often find myself thinking about the strong, diverse families I grew up with and how each of their lives were shaped and shattered by generations of social injustice.
In this moment of global pandemic, police violence and racial injustice, I sat down to write about compelling justice actions and found myself faced with accepting my deepest truth: I don’t believe in justice.
To gain the clarity that this moment has brought the world is to understand that justice does not exist for any of us. Unless we fight for it.
That’s why I stand with protestors—and for my old Valley Hi neighborhood and others like it.
The anxiety and isolation many have felt during the past few months while staying at home to prevent community spread of COVID-19 is a peek into the uncertainty and fear black communities face daily. When we hear that the goal is to “go back to normal,” we’re pained, because “normal” is not safe for us.
We have talked about, researched and proven our experience again and again without change. We can’t be expected to be patient when so much is at stake.
That’s why we’re organizing on the street, in meeting rooms and in public spaces, bringing together diverse and broad coalitions to address the deep pain and structural policies and practices that violate our humanity.
Sacramento, we see you standing with us, we see you lifting up our voices so we can tell you what we need:

A Message from First 5 Sacramento
Greetings Commissioners, Advisory Committee members and funded partners,
Over the weekend, our communities exploded in grief, pain, and outrage over the death of George Floyd. Racism has a deep and lasting impact that terrorizes and traumatizes children and families, creating a sense of hopelessness and despair. Our community should not have to fear that they will be treated differently and harmed because of the color of their skin.
At First 5 Sacramento, our work is grounded in our commitment to diversity and inclusion. As an organization serving our most vulnerable children, we address equity in our mission, our strategic principles, our funded programs and social marketing campaigns.
In collaboration with the First 5 Association and First 5 California, we’re ensuring a unified approach and message, and we will continue to provide you and our contractors with critical resources from partner agencies to share with families on how to talk to a young child about racism and violence and how to respond in a nurturing way during times of trauma.
Together, we must work to dismantle and eradicate cultural, systemic and institutional racism. Every African-American child has the right to grow up in a just society with access to quality education, equitable health care, and a criminal justice system that is fair.

An Update from Sacramento County Public Health on COVID-19 Testing
Sacramento County Public Health (SCPH) is not currently seeing the racial/ethnic disparities among Blacks in the number of COVID-19 cases or deaths that has been observed in other geographic areas of the Country. However, we want to make every effort to ensure equitable access to testing to the extent possible, and to keep these disparities from impacting our communities in the future. Please share the information below as you see appropriate.
SCPH, in partnership with Verily (a Google sister company) began offering drive thru COVID-19 testing at Cal Expo in mid-March. The intent of this site is to reduce demand and burden on clinics and emergency departments by offering testing to residents with mild to moderate symptoms. It’s unclear how long the site will remain open, but SCPH will continue to operate it as long as there is both the demand and the availability of supplies needed to run it.
Residents can schedule an appointment online by going to https://www.projectbaseline.com/study/covid-19/.
A few notes:
· Those interested in testing will need to create an account and answer some online screening questions to determine eligibility (about a 15 minute process).
· Participants will receive an appointment when they register online. Appointments are scheduled about 1-3 days in advance.
· Participants must have an ID with their date of birth.
· Participants must arrive in a car with functioning windows that can roll up and down (no motorcycles, no Uber/Lyft, no pedestrians, no bikes, no public transit).
· Participants remain in their vehicle throughout their visit.
· Most participants are in and out of the testing facility in less than 20 minutes.
· Participants receive results a few days after testing.
· This testing option is NOT for individuals with severe symptoms such as severe cough, shortness of breath, severe fever, or other concerning symptoms that may need more immediate care.
· Only individuals age 18 or older can be tested at this site.

CDC Updates COVID-19 Guidelines
The Centers for Disease Control and Prevention (CDC) has updated its Interim Infection Prevention and Control Recommendations for Patients with Suspected or Confirmed Coronavirus Disease 2019 (COVID-19) in Healthcare Settings.
The changes focus on source control and include recommendations that everyone is actively screened for fever and symptoms of COVID-19 before they enter the healthcare facility.
The CDC has also released instructional information on how to wear cloth face coverings, and guidance on homemade cloth coverings.

Here are some resources for families regarding public charge during the COVID-19 crisis. My staff have been reaching out to all sectors to find out how families can connect to information and services. First 5 is pushing these resources out to families via our social media platforms (Facebook, Instagram, etc.) where we can reach the most people and provide general info and connections to local resources. We’ll work it into next week’s content and then keep messages going every couple weeks.
CAPC and the Birth & Beyond partners are using this link to helpful fact sheets that World Relief created. They have been super helpful in understanding the complexity of public charge but also in understanding how to change the messaging so immigrant families know their rights.

La Familia is definitely talking to families about this issue and has a partnership with the Mexican Consulate for a program called “Ventanilla de Salud” which includes information about Public Charge.
The school districts have all been educating parents on this and we have been checking in about the changes. However, we would hesitate to direct anyone to call a school right now, as many of them only have personnel around for meal delivery.
COVID-19 Info on Maternal and Mental Health
Availability of Child Care Supports for Essential Workers
Child Action, Inc. (CAI) is a private, non-profit corporation founded in 1976. Our programs include resource and referral services for families seeking child care, child care subsidies for qualifying families, recruitment and professional development of the child care workforce, and family education and support. CAI has continued to provide child care referrals and subsidy assistance throughout the Covid-19 crisis.
On April 10, 2020, Governor Gavin Newsom announced that an additional $50 mil in subsidy assistance would be distributed across
California’s 58 counties to support essential workers in paying for child care. The ongoing commitment from the State of California ensures additional slots in Sacramento County to help qualifying essential worker’s pay for child care.
Please support our region’s essential workers by sharing the news that CAI staff is available to help essential workers find child care and to discuss options to pay child care costs.

"Silver Linings Playbook" for Birth & Breastfeeding
The 4-week strategy session and online community convening for post-pandemic action planning starts May 14th! We need this!
The Covid-19 pandemic has disrupted birth and breastfeeding expectations and practices nationally. But there are also new ways of thinking, new protocols and lessons from past pandemics that can be leveraged to create a post-pandemic "playbook." That work includes strategically re-thinking how to apply an equity lens to communities who have been disproportionately impacted by Covid-19. There is a lot to do! And getting ready now so we can move into action quickly will help ensure we don't miss the window of opportunity to act, before the "business as usual" forces take hold.
- Working sessions will be facilitated by Simran Noor, of Noor Consulting, who leads equity and justice organizational change efforts for several foundations.
- Latham Thomas, celebrity doula and founder of MamaGlow will open the convening and share on-the-ground perspectives on doulas & birth work.
- Jabina Coleman, LSW, MSW, CLC, IBCLC, "The Lactation Therapist" will lead an important session on the role of perinatal mental health post-pandemic.

Any client that is being effected by the Covid 19 virus regarding rent payment can file a Tenant Protection Program Tenant Delay of Rent Payment – Covid- 19 form. This form needs to be submitted with supporting documentation verifying loss of wages to the landlord please make sure the forms are emailed or certified mail to make sure our clients have proof. I have attached the link below where you can find the form. Please, advise clients they are still responsible for the rent and always encourage clients to pay at least a portion of the rent because they will be responsible for all backed up rent. Loans Available for Nonprofits in the CARES Act
We know many of you are working hard to keep your folks on payroll during this pandemic, and want to be sure you are able to take full advantage of federal dollars that are available to help nonprofits keep people employed.
The National Council of Nonprofits has put together this webinar and overview of the CARES Act—which makes loans available to nonprofits with 500 or fewer employees and, under certain conditions, a portion of the loan may be forgivable.
