Testing information regarding former TAKS examinees taking STAAR
Based on recent legislative actions, the Texas Assessments of Knowledge and Skills (TAKS) tests are no longer being administered. Former TAKS examinees (including former Texas Assessment of Knowledge and Skills [TAAS] and Texas Educational Assessment of Minimal Skills [TEAMS] examinees) can take the appropriate State of Texas Assessments of Academic Readiness (STAAR®) test. STAAR may be used as an alternate assessment to meet graduation testing requirements for former TAKS, TAAS, and TEAMS examinees.
- English language arts (ELA): Former TAKS, TAAS, or TEAMS examinees who have not met the graduation requirement for the ELA reading and/or writing tests may take the STAAR English II test.
- The STAAR English II test (both paper and online) contains sub-headings for each section, Reading and Writing.
- Examinees who have not met the graduation requirement for both reading and writing will take both Reading and Writing sections. Both sections must be completed the same day.
- Examinees who have not met the graduation requirement for the reading test only will take the Reading section only.
- Examinees who have not met the graduation requirement for the writing test only will take the Writing section only.
- Mathematics: Former TAKS, TAAS, or TEAMS examinees who have not met the graduation requirement for the mathematics test may take the STAAR Algebra I test.
- Science: Former TAKS examinees who have not met the graduation requirement for the science test may take the STAAR biology test.
- Social Studies: Former TAKS examinees who have not met the graduation requirement for the social studies test may take the STAAR U.S. history test.
To indicate on the answer document that examinees are former TAKS, TAAS, or TEAMS examinees, mark the following in column D of the AGENCY USE field.
- student taking replacement for TAKS/TAAS/TEAMS English II (both reading and writing), Algebra I, biology, or U.S. history
- student testing for reading requirement only (English II)
- student testing for writing requirement only (English II)
Completing the appropriate information in column D of the AGENCY USE field will ensure former TAKS, TAAS, and TEAMS examinees are held to the appropriate passing standards (not the STAAR passing standards) and are not included in campus/district accountability.

STAAR participation counts collection for April 2018 administrations
Districts must participate in this online process to receive the correct quantities of test materials for the April 2017 State of Texas Assessments of Academic Readiness (STAAR®) grades 4 and 7 writing, grades 5 and 8 mathematics and reading, and English I and English II administrations.
In order to determine quantities of printed test booklets and other testing materials to be distributed to districts for the April 2018 administrations, the Texas Education Agency (TEA) is requiring all Texas school districts to review and submit participation counts for each of their campuses. Participation counts have been preloaded for the April 2018 STAAR administrations based on tests submitted from last spring during the March 2017 STAAR administrations.
The participation counts collection window for the April 2018 STAAR administrations opens on October 4, 2017. Participation counts for the April STAAR grades 4 and 7 writing, grades 5 and 8 mathematics and reading, and English I and English II administrations must be submitted by 11:00 PM (CT) on Friday, November 3, 2017.
Districts will not have an opportunity to update participation counts after the close of the collection window indicated above. It is therefore important to use this opportunity to ensure that participation counts are accurate.
Log into the STAAR Assessment Management System at https://www.TexasAssessment.com/STAAR/ to enter your submissions. To view and edit participation counts, go to Orders>Participation Counts and select the appropriate STAAR test administration from the dropdown menu. Additional information about entering participation counts can be found in the STAAR Assessment Management System User’s Guide available at https://www.TexasAssessment.com/technology/.

Test administration updates
Removal of Test Booklet Seals
Beginning in spring 2018, test booklets for the Texas Assessment Program will no longer include seals. For test booklets that contain more than one subject (e.g., mathematics and reading), there will be additional indicators (e.g., large stop signs) in the test booklets so that the students do not continue into the next subject-area test.
Change in Test Policy for Contaminated Materials
TEA is changing its policy on the collection of test booklets and answer documents that have human contaminants (e.g., vomit, blood, etc.). We will no longer require district staff to return the test booklets and/or answer documents to the contractor. Instead, the district will be required to securely dispose of the contaminated materials. This updated policy will be included in test administration materials for spring 2018.
TELPAS Tutorial
New online student tutorials for the Texas English Language Proficiency Assessment System (TELPAS) will be available in November. This is a few months earlier than originally scheduled. The new tutorials will help prepare students for the TELPAS reading test and the redesigned TELPAS listening and speaking test. The purpose of the tutorials is to give students practice with the online interface and tools and to become familiar with a variety of test item formats.
Technology Updates
From ETS:
- Districts now have the option to upload participation counts via a comma separated value (CSV) file instead of manual entry.
- Districts will be able to view and track campus-level initial materials and precode shipments.
- Districts will be able to release campus-level reports downstream to campuses.
From Pearson:
- Creating test sessions is no longer required for entering student responses for STAAR Alternate 2.
- Chromebooks will now be supported for use on the TELPAS listening and speaking assessment.
- A headset test is now available for districts to test headsets prior to the TELPAS listening and speaking assessment. This test is located in the TestNav app under Practice Tests.
- A new download.testnav.com page is being redesigned to auto-detect TestNav compatibility.
STAAR Alt 2 waiver request
Texas is requesting a waiver from the United States Education Department (USED) to exceed the 1.0 percent threshold on the percentage of students statewide who participate in alternate assessments aligned with alternate academic achievement standards (AA-AAAS), i.e., STAAR Alternate 2, for the 2017–2018 school year. TEA will be contacting some districts within the next few weeks to assist with the waiver process. The waiver request will be published in the Texas Register for public comment during the month of November. Once the agency has gathered district information and public comment, it will submit Texas’ request for a waiver to the USED in December.
Interim and formative assessments changes
TEA has been working to develop its new interim assessment system. The first phase will be released in spring 2018. The system will feature online multi-stage adaptive tests for mathematics and reading in grades 3–8. The optional interim assessments will be fully aligned to the State of Texas Assessments of Academic Readiness (STAAR®) and available to districts at no cost. Interim assessments will be delivered through the STAAR Online Testing Platform. More information and details will be made available in the coming months. TEA will also be providing a presentation on interim assessments during the Texas Assessment Conference in November.
The new formative assessment system will be released in fall 2018. It will be delivered through the Texas Gateway. More information and details will be made available in the future.

Important changes to the Texas Assessment Program for the 2017–2018 school year
STAAR WITH ONLINE EMBEDDED SUPPORTS
Beginning with the April 2018 administration of the State of Texas Assessments of Academic Readiness (STAAR®), content supports and language and vocabulary supports will be combined into one embedded support called content and language supports. Students receiving content and language supports will see all pop‐ups, rollovers, and pre‐read text available on each test. They will also have access to the Punnett Squares tool in the biology test and the Writing Checklist tool in the grade 4 writing, grade 7 writing, English I, and English II tests.
For the grades 4 and 7 writing, English I, English II, and English III tests, the written response box within the STAAR Online Testing Platform will include a spelling assistance feature. This embedded support will indicate a misspelled word and will offer suggestions for replacement words that students can choose from. Only students who are eligible for the designated support of spelling assistance may have this embedded support activated. It is important to note that students eligible for the designated support of spelling assistance may use this embedded support in the STAAR online test in addition to any other type of spelling assistance in the "Example/Type" section of the designated support policy located on the Accommodation Resources webpage.
Districts will indicate in the student data file upload or manually in the STAAR Assessment Management System which students will have Personal Needs and Preferences (PNP) accommodation codes, including content and language supports or spelling assistance, for a STAAR online test. Districts will be notified by email when the “2018 Student Data File Format for Student Registration and Precoding” document is available.
CODING FOR ACCOMMODATIONS
Beginning with the April 2018 administration of STAAR, coding the ACCOMM. field on all answer documents and within the Assessment Management System for online tests will change. District or campus personnel will no longer indicate GA, for general accommodations, as it will be replaced with DS, for designated supports. For students taking online tests, districts will be able to indicate which students will be receiving designated supports in the student data file upload or manually in the Assessment Management System.
DICTIONARY AND CALCULATOR POLICIES
Beginning with the April 2018 administration of STAAR, the dictionary policy will be extended to include grades 3–5. Districts must ensure that dictionaries are available to all students taking STAAR grades 3–8 reading, grades 4 and 7 writing, English I, English II, and English III. The updated dictionary policy is posted on TEA’s Student Assessment Division website at http://tea.texas.gov/student.assessment/staar/.
Beginning with the May 2018 administration of STAAR, calculators will be required for STAAR grade 8 science. Districts must ensure that students have access to a calculator with four-function, scientific, or graphing capability when taking the STAAR grade 8 science assessment. The updated calculator policy is posted on TEA’s Student Assessment Division website at http://tea.texas.gov/student.assessment/staar/.
BRAILLE
Based on the implementation date established by the Braille Authority of North America (BANA), Braille versions of the STAAR assessments will be offered in Unified English Braille (UEB) as well as English Braille American Edition (EBAE) beginning with the April 2018 administration. Contracted and uncontracted Braille test materials in both UEB and EBAE will be available, and districts will indicate the correct Braille format in the Assessment Management System for each student taking a Braille version of an assessment.
STAAR REPORT CARD
To improve communication and transparency with educators and families, TEA conducted an overhaul of the STAAR report card. The redesigned report card was rolled out in June 2017. The goal of the redesign was to create a family-friendly report on student progress, specifically highlighting growth and improvement as much as proficiency, while giving parents concrete tools to help with student learning. Content and videos are available on the Texas Assessment website at https://www.texasassessment.com/. In the Student Portal, parents can also see actual test questions their child answered, how their child answered the questions, and the grade-level specific knowledge or skill that each question is designed to address.
STAAR ALTERNATE 2
Beginning with the 2018 administration of STAAR Alternate 2, student test booklets will include color images, and districts will have the option of ordering large print booklets if needed.
The process for entering student responses has been streamlined. Previously, coordinators, administrators, or other staff designated as Transcribe Assistants entered student responses into an online testing system, TestNav 8. The responses were then scored and reported in the Assessment Management System. Starting with the 2018 administration, transcription into TestNav 8 will no longer be required. Instead, designated staff will enter student responses directly into the Assessment Management System.
TELPAS
Beginning with the 2018 administration, the Texas English Language Proficiency Assessment System (TELPAS) listening and speaking assessments for grades 2–12 will be online tests instead of holistically-rated assessments. Due to the new online format, headsets will be required for the listening and speaking test. Uni-directional headsets with noise-canceling microphones are recommended. Refer to the "Unified Minimum System Requirements for the Administration of Online Assessments" (available soon) for more information. Grades K–1 will continue to be holistically-rated assessments for all four domains and grades 2–12 writing will continue to be holistically-rated as well.
Blueprints have been developed for the new grades 2–12 listening and speaking tests. The length of each TELPAS reading test has been reduced and the blueprints for the reading tests have been revised. Both sets of blueprints will be released prior to the 2018 TELPAS administration.
The 2018 TELPAS testing window will begin one week earlier than it did for the 2017 administration. Due to this change, TELPAS data verification must be conducted within the assessment window. There will no longer be a separate verification window.
Student tutorials to prepare students for the 2018 TELPAS Reading test and Listening and Speaking test will be available by January 2018.
TAKS
Based on recent legislative actions, the Texas Assessments of Knowledge and Skills (TAKS) tests are no longer being administered. Proposed amendments to Texas Administrative Code will provide paths toward meeting graduation requirements and earning a high school diploma for former students whose assessment graduation requirement is TAKS. The proposed rule was posted for public comment with the Texas Register on August 18, 2017.
TECHNOLOGY SURVEY
The Texas Education Agency (TEA) is gathering information to better understand district needs and challenges regarding administering tests online. The information is being collected in a survey focused on online testing experiences, computer hardware and software, and information technology infrastructure. The input collected in this survey will provide valuable information to help TEA better understand district readiness for online testing. Your responses are critical to the decision-making process as TEA determines how to enhance online testing. Districts were sent an email containing a link to the survey and are encouraged to submit responses by the deadline provided in the email.
RELEASED TESTS
In August 2018, TEA will release the primary form of all 2018 STAAR assessments. All released tests will be posted on TEA’s Student Assessment Division website.
INTERIM ASSESSMENTS
Beginning in spring 2018, TEA will provide districts with interim assessments for grades 3–8 math and reading. These interim assessments are an additional tool schools can use to gauge student progress toward meeting STAAR achievement standards. The assessments will be online adaptive tests used by teachers at various times throughout the school year. The interim assessments will be available to all Texas public and charter schools to use at their discretion.

SIRS file validations
ETS has been made aware of concerns with a recent change to the way Student Information Retrieval System (SIRS) files are validated upon upload into the STAAR Assessment Management System. The new file validation process was intended to help districts identify records that contain data entered in an incorrect format or records where the PEIMS ID and/or other student identifying information (first name, last name, date-of-birth) does not match historical testing records. As a result of the change, files that contain any errors will now fail to successfully upload.
ETS understands that this change poses an additional challenge to districts needing to quickly retrieve testing histories of new students, and has added an additional layer of work required to remove the no-match records from the file. We apologize in advance for any inconvenience the new validation process poses to you. ETS will provide support if you need assistance with your SIRS upload files and is currently considering changes to streamline this process in the future.
As the system currently functions, SIRS upload files that contain any errors are indicated in the Assessment Management System as Failed: data errors, and all records containing errors must be corrected and/or removed from the upload file in order to successfully process. The following are instructions on how to identify and correct data errors.
DATA FORMATTING ERRORS
Data formatting errors are clearly identified in the error report. For information on properly formatting data in your SIRS request upload file, refer section 9.4: SIRS Report and Appendix B: SIRS Request Upload Requirements in the STAAR Assessment Management System User’s Guide available at https://www.TexasAssessment.com/technology/ or the data specifications information provided on the SIRS request page (Reports>Students> SIRS tab) in the Assessment Management System.
NO-MATCH ERRORS
Records where the PEIMS ID does not match historical testing records, or records where two or more out of the three other student identifier information provided do not match historical testing records associated with the PEIMS ID entered (PEIMS +2 Error), will appear in the error report with the following error noted in the Error column (column B):
Student was not found based on provided PEIMS ID and at least two of three fields (first name, last name, DOB) do not match system records.
The type of No-Match error may be identified in the Invalid Data column (column D) of the error report.
- If the Invalid Data column contains the PEIMS ID only, then the PEIMS ID entered does not match any prior historical testing records.
- If the Invalid Data column contains the PEIMS ID, First Name, Last Name, and Date-of-Birth entered, then PEIMS + 2 does not match.
Column C of the error report identifies the row number of the record containing an error in the upload file to aid in correction or removal of records from the file as needed.

TELPAS listening and speaking headset test
Pearson has created a Headset Test for districts to test connection, recording, and audio playback of their headsets prior to the TELPAS Listening and Speaking assessment. This test is available now. To test your headsets, open the TestNav app, click on Practice Tests, and select “Start” next to “TELPAS Headset Test.” To download TestNav 8, visit https://support.assessment.pearson.com/x/HgACAQ.
