BOARD POLICY LEGAL UPDATE PRESENTATION
Library Media Center
At the January 10, 2023 Board of Education meeting, the District 25 Board of Education requested information in the form of a presentation from their legal council about Policy 6:230, Library Media Program. Attorney Tony Loizzi from Hodges, Loizzi, Eisenhammer, Rodick, & Kohn presented about legal aspects of a School Library Media Center Program covering the following topics:
- Trends of Book Challenges
- Terminology
- Board Policies & ALA Principles
- Library Bill of Rights
- Applicable Laws
- Chronology of Significant Cases & Employee Protections
According to the Board procedures, the Policy Committee will consider what was learned from Mr. Loizzi's Presentation and the full Board's discussion to review related policies at their next meeting on April 4, 2023.

CYBERSECURITY AUDIT UPDATE
As presented by the District's Director of Technology, Chris Fahnoe, this presentation covered information received from a comprehensive cyber security audit conducted in the fall of 2022. This audit was part of an overall plan to provide the resources and information to maintain and improve District 25‘s cybersecurity posture in a dynamic landscape of cyber threats.
This presentation covered:
- A landscape of ongoing cybersecurity threats
- Viewing cybersecurity as a team
- Getting a comprehensive external view
- A general review of the audit
- Implementation plans

Student Fees, 2023-2024
That the Board of Education approve the Student Fees for 2023-2024 as presented.
As they do each year, the Administration brought recommendations to the Board of Education regarding student fees. Assistant Superintendent of Business/CSBO, Stacey Mallek reported the following recommendations:
- Technology Fee: None at this time. Parents still have the option to purchase insurance on their child's device.
- Transportation: Increase the amount that the contract increases with the Cook County Bus Company (approved 10.5% or $52 increase). This fee only applies to families who do not qualify for free transportation, but wish to pay for transportation and there is a route with availability already going through their residential area.
- Food Services: There was no recommendation to change school lunch fees for the 2023-24 school year. There was no recommendation to change school breakfast fees for the 2023-24 school year.
- Annual Student Fees: There was no recommendation to change student fees for the 2023-24 school year.
- Additional Fees: Additional fees are charged for items that are purchased in bulk by the district and then sold to students such as gym shirts, gym shorts, goggles, etc. The fees for these items is based on the actual cost to the district.
- Children's Circle Tuition: A fee increase of $10/month (from $340/month to $350/month) was recommended for the District's Early Childhood Children's Circle program.

Bid Award for Capital Projects
That the Board of Education award Bid Package #1, Base Bid and Alternate #1 for General Trades to Monarch Construction in the amount of $5,375,500 for 2023 Capital Improvements and immediately assign the Contract with the Contractor to Nicholas & Associates, Inc., as Construction Manager.
MOTION: APPROVED
Bid Award for Capital Projects
That the Board of Education award Bid Package #2, Base Bid for Electrical to Carey Electric in the amount of $989,875 for 2023 Capital Improvements and immediately assign the Contract with the Contractor to Nicholas & Associates, Inc., as Construction Manager.
These bids will cover projects at the following buildings with Westgate's interior renovations as the largest of the projects:
- Dunton: north and south restroom renovations, select building galvanized piping replacement, reception desk renovation, new main entrance doors,
- Ivy Hill: corridor flooring replacement throughout the building's 1st and 2nd floors, main entrance door replacement, select classroom flooring replacements,
- Miner: window replacements for west elevation and select north elevation,
- Olive: stair tread replacement and select corridor walk off carpet replacements,
- Patton: Exterior Insulation Finishing Systems (EIFS) replacement in the courtyard and the commons,
- South: 1st floor corridor replacement, LMC insulate spandrel glass and replace window casement due to moisture issues, replace restroom toilet partitions due to the condition,
- Westgate: north half first / second floor major interior renovations
- galvanized plumbing
- fire alarm system replacement (north half this year)
- restrooms
- LED lighting
- ceilings
- classroom casework
- flooring
- painting
- Windsor: EIFS replacement in courtyard, commons, and select elevations
