SC5003, Applicant Designation and Certification (ADC) Forms, and Planning Amounts for LEAs Now Available for the 2022-2023 Consolidated Applications

 

SC5003 – Formula Grants Consolidated Schedule

The SC5003 – Formula Grants Consolidated Schedule is now open in eGrants. Local educational agencies (LEAs) eligible to apply for one or more of the following grants must first complete the SC5003 – Formula Grants Consolidated Schedule:

  • 2022–2023 Every Student Succeeds Act (ESSA) Consolidated Federal Grant Application
  • 2022–2023 Perkins V: Strengthening Career & Technical Education for the 21st Century and Institutions
  • 2022–2023 Special Education Consolidated Grant Application (Federal)
  • 2022–2023 Special Education Consolidated Grant Application (State)

The SC5003 must be submitted to access these grant applications once they are available. Only one SC5003 per LEA is available to submit. LEAs must collaborate with appropriate LEA staff to coordinate their responses on the SC5003.

To access the SC5003, log into TEAL and select eGrants as the application. Once in eGrants, click on Special Collections on the menu bar.

Applicant Designation and Certification (ADC) Forms

The 2022-2023 Applicant Designation and Certification (ADC) form is now available for the following grants and grantees: 

  • Every Student Succeeds Act (ESSA) ADC for ESCs only
  • Special Education (Federal) ADC for all LEAs
  • Perkins V and Perkins V Institutions ADC for all LEAs

Eligible applicants must first complete the SC5003 – Formula Grants Consolidated Schedule to access the ADC. To access the ADCs, log into TEAL and select eGrants as the application, then click on Grants on the menu bar.

Once the ADC form is certified and submitted by the grantee official, the grant application will be available in eGrants on the specified date below:

  • Every Student Succeeds Act (ESSA) – May 18, 2022
  • Special Education (Federal) – June 8, 2022
  • Perkins V and Perkins V Institutions – June 15, 2022

Eligible applicants must apply through the eGrants system by 5:00 p.m. Central Time, September 2, 2022.

2022–2023 LEA Planning Amounts

Planning amounts for LEAs for formula grants associated with the following are now available and can be viewed on the Entitlements webpage:

  • Every Student Succeeds Act (ESSA)
  • Individuals with Disabilities Education Act, Part B (IDEA-B) Formula (611) and Preschool (619)
  • Strengthening Career and Technical Education for the 21st Century Act (Perkins V)

Please note that these amounts are estimates and based on the latest available information, including US Department of Education (USDE) budget tables. For the grants associated with the 2022–2023 ESSA Consolidated Federal Grant Application, Revised Planning Amounts will be calculated in July/August 2022 when TEA receives its federal Grant Award Notifications (GANs) from USDE.
