Public Works
The Public Works Bills are made for Congress to set aside money for varieties of local projects around the communitites. It relates to the Legislatures because the Congress has to agree on which projects and how much money.
Grants and Contracts
The local law makers are setting aside money for Grants and putting together Contracts for the uprising of the communities. It relates to the local legislators because they, once again, have to agree on how much money and what they are bringing in.

Using Influence
Lawmakers do not have the ability to control district grants and contracts but they use all their powers to try to influence the agencies decisions. Local Legislature's role in this is the fact that yet again, they have to agree on everything.
