Literal or Figurative Lyrics?

The lyrics of this song can be both literal and figurative because if it where to be literal its coming from Sebastian to Ariel and he's talking to her about why under the sea is better than on shore. It could be figurative because there is no fish that can sing or play an instrument. Also, its a fictional movie so I am 100% sure the song is for only Ariel who can receive the message.
