Inertia is a property of matter

Newton's first law
Newton's first law states that an object at rest will stay at rest and an object in motion will stay in motion at a constant velocity unless another force acts upon it. This means that if something isn't moving it wont move until a force makes it, and if something is moving it will keep moving until its stopped by another force
Inertia
Inertia is a property of matter by which it continues in its existing state of rest or uniform motion in a straight line, unless that state is changed by an external force. ex: a ball isn't moving and noting touches it, a ball is rolling, hits a wall and comes to a stop
