Hello, Region 11 CTE and CCMR!
Happy New Year! As we kick off the second semester, we wanted to extend a warm welcome to 2024 for all in our region. We hope you had a restful break and are ready for an exciting and productive semester ahead.
Reflecting on the achievements and challenges of the past semester, we're inspired by the resilience and dedication of our community. Your hard work and commitment to excellence have truly made a positive impact on our students throughout our region. Here are a few highlights to look forward to in the upcoming semester:

Industry-Based Certifications for CCMR Accountability
On December 12, 2023, the Texas Workforce Commission’s three-member commission adopted the Industry-Based Certification (IBC) Advisory Council’s Inventory of Industry-Recognized Credentials to comply with Texas Labor Code Chapter 312. The chapter directs the Texas Workforce Commission (TWC) to provide a copy of the Industry-Recognized Credential Inventory to each school district and public institution of higher education that offers a career and technical education (CTE) program to public high school students. The IBC Advisory Council Inventory of Industry-Recognized Credentials may be found by visiting the Tri-Agency Workforce Initiative webpage.
While the TWC’s list of industry-recognized credentials may be used to provide additional opportunities to meet the educational and career goals of students, only the Texas Education Agency’s Industry-Based Certification List for Public School Accountability with aligned certifying entities may be entered into Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) and count toward the College, Career, and Military Readiness (CCMR) calculations for accountability and for reimbursement requests. In the future, all certifications included on TWC’s inventory will be evaluated against criteria in 19 TAC §74.1003 for possible inclusion on the TEA’s list for public school accountability.
In January and February, representatives from the Texas Education Agency (TEA) will host regional stakeholder events to provide guidance supporting the implementation of the refreshed CTE programs of study and to collect input on proposed updates to the 2024 Perkins V State Plan.
Six in-person events will be held between January 15 and February 1, 2024:

- ESC 15 in San Angelo • January 18, 2024
- ESC 7 in Kilgore • January 22, 2024
- ESC 17 in Lubbock • January 24, 2024
- ESC 20 in San Antonio • January 30, 2024
- ESC 3 in Victoria • February 1, 2024

New Technology Applications Newsletter
TEA has begun the publication of a technology applications newsletter. Technology applications-specific information will be addressed throughout the year, such as:
- the revised Texas Essential Knowledge and Skills (TEKS) for technology applications;
- timely topics with frequently asked questions (FAQs);
- relevant information from external technology applications organizations; and
- other news related to technology applications.

Performance Reporting Updates
Released January 5th
CCMR: Accountability Data Sources Document Has Been Updated
The CCMR Accountability Data Sources document has been updated and reposted on the Performance Reporting Resources page. The update to this document includes new 2024 PEIMS links as well as the military enlistment information, which is in effect for 2024 Accountability.
Now Available: 2023 TPRS and TAPR Release (December 15, 2023)
The 2023 Texas Performance Reporting System (TPRS) and the 2023 Texas Academic Performance Reports (TAPR) were released today on their respective Texas Education Agency (TEA) webpages. In addition, the TAPR report is available to districts within the TEAL accountability application. The TPRS integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, regional, and state levels. The TAPR pulls together a wide range of information on the performance of students in each school and district in Texas every year. These reports will be published without scale scores, A–F ratings, Distinction Designations, or Special Education Determination Status at this time.
This release does not include the Campus or District 2023 Accountability Reports. The issuance of the A–F ratings under the 2023 rule is pending and subject to change.

Upcoming 2023 Performance-Based Monitoring (PBM) Data Validation Release Dates
District and student-level data validation reports will be posted to TEAL Accountability, Performance-Based Monitoring, on the following date:

Howdy! Applications for the 4th annual Texas High School Ideas Challenge hosted by Texas A&M University's McFerrin Center for Entrepreneurship are now open!
They are looking for high school students who have a BIG idea that could make a difference! To compete, students simply need to submit a compelling application online that illustrates the creative, careful, and methodical planning that has gone into the idea. There's no business plan or physical product required to apply. All Texas high school students are eligible!
The Texas High School Ideas Challenge will be held May 21, 2024 on the campus of Texas A&M University.

The time has arrived for district textbook adoption committee members to register for Textbook Adoption 2024. At this event, your team will have the opportunity to hear from publishers of SBOE-adopted resources for all courses included in Proclamation 2024:

Aligning Career and Technical Education with Regional Labor Demand
Career and Technical Education downloads will provide a list of in-demand occupations that are aligned with Texas Career Cluster and Statewide CTE Programs of Study information. This data is arranged by region and contains relevant labor market information to help understand which jobs are most likely to be available and well-compensated.
Understanding how CTE programs align with meaningful employment opportunities can assist school districts in making informed decisions about high-wage, in-demand occupations to justify the creation of new Career Technical Education (CTE) programs and to guide program design. The information provided ensures that students have appropriate CTE opportunities while strengthening local economies.

TEA CTE Professional Development Opportunities
CTE 101
CTE 101 has been refreshed to reflect current legislation and best practices in career and technical education. This course is designed for both new and experienced CTE administrators and secondary school counselors, providing insights regarding Perkins V legislation, labor market information, programs of study, industry-based certifications, and alignment of your CTE program with local workforce demands. This introductory video highlights what you will learn in CTE 101.
CTE 102
CTE 102 is currently in development and will be released in the summer of 2024. This course will focus on K-12 college and career readiness, CTE program evaluation, expansion, and support of CTE teachers.
Professional Development for Administrators and Counselors Related to CTE
