LEVELING UP IN 2020
Howdy Hounds!
We hope everyone is enjoying their three-day weekend in observation of Martin Luther King, Jr.
Tuesday marks the start of the third nine weeks. We are excited to welcome back our hounds that are transitioning from virtual to on-campus instruction! We are also excited to see our new homerooms together in Ms. Diaz, Ms. Madrigal, Ms. Krpec, Ms. Moreno, Ms. Hunt, and Ms. Moss's virtual class.
LCISD has updated procedures for parents to order replacement Smart Tags. If your child needs a replacement, please scroll below and click the button. This will take you directly to the LCISD Transportation website, where you can place your order. Please remember that all Hounds should wear their Smart Tag Lanyards each day, as it provides support for transportation, lunch, and our PBIS Rewards system.
Please also note that Tuesday, February 2nd is picture day! Students may wear their choice of outfits, as long as they continue to adhere to the student dress code. Please see below for more details.
As you know, Lamar CISD’s Morgan Elementary will open in January 2022, however, the school will function independently on the Huggins Elementary campus during the fall 2021 semester. An Attendance Boundary Committee (ABC) – consisting of community members from the areas under consideration for rezoning – will recommend the attendance zone for Morgan Elementary to the Board of Trustees.
Before making a recommendation, the ABC is seeking input from residents living in the impacted area. A public input meeting will be held January 28th at 6:30 p.m. in the Fulshear High School Auditorium, located at 9302 Charger Way in Fulshear.
The public’s input will help the ABC finalize its recommendation to the Board of Trustees. The recommendation will be based on the latest demographic projections, enrollment, facility capacity and the best utilization of existing facilities. The ABC also looked closely at current and projected growth trends, trying to alleviate overcrowding while minimizing the movement of students to new schools. The ABC has reached consensus on the boundary recommendation shown here, but it could change based on the public’s input. Please mark your calendar for this important date.

2019-2020 School Report Card
Attached you will find a copy of the State of Texas 2019–20 School Report Card for Huggins Elementary. This report is required by the Texas Legislature and prepared by the Texas Education Agency. It is to be sent to the parent or guardian of every child enrolled in a Texas public school. The report provides information concerning student performance on the State of Texas Assessments of Academic Readiness (STAAR®), as well as information on student enrollment, class size averages, and financial expenditures. Due to COVID-19, STAAR® assessments were cancelled for the 2019–20 school year. Therefore, several data points have not been updated, including STAAR® and academic growth data. The information contained in the School Report Card is required by state law and is briefly described in the enclosed “2019–20 School Report Card Definitions.” The report for our school may or may not have all the information described because the information presented depends on whether the school is an elementary, middle, or high school. State law requires that the School Report Card display information about the state, the district, and the school. Where possible, the information must be reported by race/ethnicity and socioeconomic status of the students and must include at least two years of results. How can you promote FAIRNESS at home?

With new students enrolling, please see the map below to review our car line procedures. Please be sure that you are utilizing Charger Way and not u-turning at the Irene Stern Community Center. If you are not turning onto Charger Way from 1093, please be sure to u-turn at the end of the line to avoid cutting. Thank you for helping us ensure a safe and effective car rider line.
Please note that our doors open at 7:00am. To help the flow of our car rider line, please ensure that your child is ready to exit the car by having their mask on when you pull up. A reminder that our school day ends at 2:55pm this year. We are now dismissing at our standard time. We appreciate your patience as we continue to maximize the effectiveness of our car rider line. With the changes in protocols due to Covid-19, it is taking some additional time to load cars, as students are being dismissed from their individual classrooms.
Updated Quarantine Guidelines - LCISD
Earlier this month, the Centers for Disease Control and Prevention (CDC) amended their COVID-19 quarantine guidance to allow two shorter options for the quarantine period.
Beginning Jan. 4, 2021, the District’s COVID-19 quarantine guidelines will be updated based on this guidance from the CDC, as well as guidance from TEA and UIL. This update does not impact individuals with a lab-confirmed COVID-19 positive test.
Individuals identified as being exposed to someone with a lab-confirmed COVID-19 positive test will be quarantined based on the following:
- 10 days after the last close contact, so long as they continue to monitor themselves daily for symptoms and take appropriate precautions through day 14
- 7 days after the last close contact, after receiving a negative test result (administered at least 5 days after the last close contact), so long as they continue to monitor themselves daily for symptoms and take appropriate precautions through day 14
Individuals who return to school or work from these shorter quarantine windows should regularly monitor themselves to ensure they remain symptom-free and take appropriate precautions for the duration of the 14-day incubation period. Individuals who develop symptoms at any time during the 14-day incubation period should not report to school or work.

As you know, we are seeing an uptick of positive Covid-19 cases in our area. In an effort to reduce exposure and limit the number of students and families that are required to quarantine, we are asking parents to partner with us to support our community. District protocols currently require all 4th and 5th graders to wear a mask at school. Our kinder-third graders wear a mask in the hallways, common areas, and during arrival and dismissal. We also have students wear a mask when they are in close contact with others or when social distancing is not feasibly possible, such as during small group instruction. When we have a positive case on campus, we are required to do extensive contact tracing to determine students/staff members that meet the definition of close contact. If the individual meets the definition, he or she is required to quarantine from school. To help reduce the number of of individuals required to quarantine, we are asking all students to wear masks. While we understand current district protocols do not require this in K-3, we are asking for a partnership in this process. We understand that there are many strong feelings regarding this topic, and we honor the decisions you have made for your child. We will remain in line with district protocols. We encourage you to talk to your student about wearing a mask at school to limit exposure and direct contact during this time.
Protective measures, including the use of face coverings, will be determined by the level of disease activity of COVID-19. The District will rely on data from the Department of State Health Services (DSHS), Fort Bend County Health & Human Services and the Centers for Disease Control (CDC) to determine the disease activity level and the appropriate protective measures.
Students are required to bring two dress code approved masks/face coverings daily. One will be worn, and one additional mask/face covering will be brought in a sealed/ziploc bag. Labeling of the masks with a student name is suggested.
Mask questions we have received:
Can my child wear a face shield? Full-face shields may be used in place of a mask to protect eyes, nose, and mouth whenever a mask is not feasible or whenever the education context may benefit from the ability to see an individual’s full face.
Can my child wear a neck gaiter/buff? Yes, these are also approved.
Does the mask have to be a Huggins uniform color? No. Masks may be any color or design. However, no inappropriate language or images will be allowed.
***Please note that BSN Sports has graciously donated Huggins Hounds lanyards that will be given to students on the first day of school. Students will be able to use these lanyard to attach their masks so that they do not get lost.
Smart Tag Parent Portal (repeat)
The Parent Portal for SMART Tag was opened on Monday, September 21ST. Parents can now register and view their child’s ridership information via the Parent Portal. Parents may see when and where their child got on and off the bus via a webpage on their computer or smart device. They may also receive notifications via text that the bus will soon be at their morning stop. Additional information can be found by clicking here. Huggins Dress Code
Students can wear Huggins Spirit Wear or solid colored polos in red, white, navy, light blue or black any day of the week. Bottoms must be denim (no embellishments or tears), khaki, black, or navy blue athletic shorts, slacks, shorts, skirts, skorts, capris or a dress. A few days of the week have themes but students are not required to participate.
Monday - Leveling Up in 2020! Students are encouraged to wear a shirt/dress coordinating to our video game theme.
Thursday - Students can support Roberts Middle School, Leaman JH and Fulshear HS by wearing purple.
Friday - Huggins Spirit Day!
