An excise tax on whiskey was created by Alexander Hamilton. Western Pennsylvania Farmers were angry and attacked federal marshal's.

Jefferson objected Hamilton's plan to pay debts. George Washington made a compromise that they would use Hamilton's plan and move the capital to Washington, DC
