In the Beaverton School District, we are very fortunate to have seven school board members who are committed to helping every student reach their full potential; Chair, Becky Tymchuk, Vice Chair, Eric Simpson, and members, Anne Bryan, Tom Colett, Susan Greenberg, LeeAnn Larsen, and Donna Tyner do an excellent job of serving the District's students, parents, staff members, and the overall community.
Beaverton School District Budget Message
The District is currently forecasting a budget shortfall between $10 and $12 million for the 2018-2019 school year. There are several factors that have contributed to this situation:
- English Language Learner (ELL) enrollment and specialized classroom enrollment was over-projected.
- The District anticipated continued student enrollment growth. Enrollment has instead remained relatively flat.
- There has been a decrease of students in poverty throughout Beaverton and the metro area. This reduces our State School Fund allocation.
- We realized less attrition of experienced teachers. This means fewer teachers left the high end of the salary schedule and were not replaced by teachers on the lower end of the salary schedule. Additionally, there was also an underestimation of actual salary costs.
- The implementation of the Pay Equity legislation could not have been estimated when the budget was adopted. This law requires employers to develop an evaluation process to assess and correct wage disparities among employees who “perform work of a comparable character.” The intent is to prohibit discrimination on the basis of a protected class.
The District has identified several actions to reduce spending this year. These actions will be implemented immediately, but will not cover the entire projected shortfall. The balance of the shortfall for 2018-2019 will be carried forward to 2019-2020. To minimize disruption to schools, students and staff mid-year, the current year’s reductions do not include layoffs or a reduction in school days.
The reductions include the following:
- Restrict substitute usage for non-classroom positions for an anticipated savings of $2M
- Reduce non-salary budgets by 20% for all schools and departments for an anticipated savings of $2.6M.
- Reduce Teaching & Learning non-salary budget for Quality Curriculum Cycle and textbooks for an anticipated savings of $2.6M.
- Freeze hiring for non-classroom positions for an anticipated savings $800K.
These reductions will be difficult, but they are necessary to help balance the budget for the current year and not increase the cuts for the next fiscal year.
There has been a dramatic shift in demographics in the Beaverton School District. The District is no longer a growth district, and we recognize we are in a new reality. In the future, we will be more conservative in our budgeting approach. Moving forward, we are strengthening our practices and oversight.

Raleigh Hills K-8 Update
At their December Business Meeting, the School Board voted 5-2 in favor of suspending indefinitely the Raleigh Hill K-8 Addition Project under the 2014 Capital Construct Bond. Funds allocated to this project shall be preserved for future use at Raleigh Hills K-8.
The 2014 Capital Construction Bond included a project for Raleigh Hills K-8 that included building additions to eliminate portables, renovations, and improvements to vehicle circulation across the site. It became apparent that further investments would need to be made in this aging facility within the next 5-10 years that are not currently budgeted. In consideration of these future renovation costs and the constraints of the existing facility, construction of a new, state-of-the-art school in a future bond in lieu of the current project offers many advantages. Suspending the current project will allow consideration of the options available as the next bond is planned.

State law requires that all children in public and private schools, preschools, Head Start and certified child care facilities have up-to-date immunizations, or have a medical or nonmedical exemption.
Parents or guardians will receive a letter in early February if their child’s immunization record shows that he or she has not received the required vaccinations. Children will not be able to attend school or childcare starting February 20, 2019, if their records on file show missing immunizations.
In preparation for Exclusion Day, students are invited to visit the Beaverton SBHC to get caught up on any needed immunizations. The SBHC is open to taking immunization appointments any time during business hours, we encourage all students schedule an appointment in advance of Exclusion Day.
While the attached flyers are for a specific clinic day, we always encourage patients to call and make an appointment for immunizations any time prior to Exclusion Day during our regular business hours in order to avoid being excluded.

- Students that DO NOT have the required vaccines by February 20th will be EXCLUDED from school until they have received the appropriate vaccines.
- Students 14 and under need to have legal guardian present.
- Students over 15 can come in on their own, but ID and insurance information are required.
- We take most major insurances, except Kaiser. *Please bring proof of insurance coverage.
- Patients will be billed according to their ability to pay. Proof of income is required to be eligible for discount.
*No patient will be turned away for their inability to pay. Please ask front desk staff for more information.
The Beaverton School-Based Health Center is located on the Beaverton High School campus, 13000 SW 2nd Street, Beaverton, OR 97005. Hours are Monday to Friday: 8:00 – 4:30 (closed 12:00 – 12:30 p.m. for lunch).

The Beaverton School Based Health Center (SBHC) specializes in pediatric primary care, child and adolescent counseling, as well as preventative pediatric dentistry and serves all students and employees in the Beaverton School District.
