2019-2020 Annual EL Directors' Meetings Resources
A big thank you to all the EL leaders across the state who were able to attend the Annual EL Directors' Meetings last month. And a special thank you to Lawrence Township for offering their wonderful space to host us once again. If you were unable to attend, or if you'd like to refer back to any of the materials or guidance presented during the two days, the Padlets for both days are available on our EL Professional Learning and Resources page. Included are the slides, handouts, links, and more.
Upcoming EL Leadership Meeting
WIDA ACCESS Scores on Learning Connection
While the communities have been removed, Learning Connection will remain a source for WIDA ACCESS results for students assessed in Indiana. If you have a student enrolling in your school coming from elsewhere in Indiana, you will be able to view their past ACCESS results. Once logged in, go to the "Reports" tab > "Student Summary" > type in a student's STN and run report. ACCESS results will appear in a tab labeled "WIDA".
Please note that you will only be able to view student results in Learning Connection for those who have been successfully enrolled in your school or district. The data shown only reflects ACCESS administered in Indiana, not other states. In order to view, you will also need the correct permissions, assigned by your local Learning Connection administrator.

NESP: Intelligrants Tips
Thanks to everyone for your patience and feedback with the first grant application cycle in the Intelligrants system! As with piloting any new system, there are kinks to work out and a learning curve involved, but all in all we are excited about the success of this first round, as well as the capability for more meaningful and efficient grant application, review, and approval moving forward. The system and our processes will continue to improve with each grant window as all parties become more familiarized with Intelligrants. Below are a few important reminders as grants are getting reviewed and executed:
Superintendent Sign-off: After your application has been submitted, and reviewed and approved by IDOE, there is a final step. The superintendent (or other “SubGrantee Administrator” in the system) has the opportunity to review the final submitted, revised application and “accept” the final version of the grant. This means IDOE has fully approved, so your superintendent will sign in, review if desired, and under “Status Changes,” apply the “Superintendent Approved” status. At that time, you’ll receive your award notification and the grant will be fully executed.
Distribution Requests: After the grant has been executed, the district can then request those funds. Distribution Requests are completed within the Intelligrants system, however must be done so by the Subgrantee Fiscal Agent role. Instructions on how to access the Distribution Requests can be found in the Intelligrants User Manual, attached below.
2019 English Learner Plans Due September 27
2019 Title III and NESP APR, FER Now Available
The Title III and Non-English Speaking Program (NESP) Annual Performance Reports (APRs) and Financial End Reports (FERs) are now available. The 2018-2019 APRs for Title III, NESP, and Immigrant Influx are due September 30. The 2018-2019 NESP FER, 2017- 2019 Title III FER, and 2017-2019 Immigrant Influx FER are due December 31. Please see the 2019 Title III and NESP APR/FER Memo for information on how to submit these reports.
Active Grant Deadline Reminders!
Please make note of the following 2019 deadlines regarding outstanding English learner grants...
2017-2019 Title III:
- September 15 - Amendment deadline
- September 30 - Encumbrance deadline
- December 15 - Reimbursement Request deadline
- December 31 - Financial End Report (FER) deadline
2018-2020 Title III:
- September 30 - Annual Performance Report (APR) deadline
2018-2019 NESP:
- September 15 - Amendment deadline
- September 30 - Encumbrance deadline
- September 30 - Annual Performance Report (APR) deadline
- December 15 - Liquidation deadline
- December 31 - Financial End Report (FER) deadline
Test Label (TL) and Language Minority (LM) Reports
- Test Label (TL): The TL report generates bar code and testing labels for the annual WIDA ACCESS assessment. The report submission window is September 30 - October 14. Any EL student not reported on the TL, or those that enroll after TL reporting, will need to be added to the WIDA-AMS system and/or have their test booklet bubbled manually. See the TL Layout here.
- Language Minority (LM): All non-English speaking and immigrant students are reported annually on the LM report. The new window for the LM report submission for this year and moving forward is October 1 - November 15. Please see the updated LM layout, language codes, and country codes documents in the LM tab of our EL Policy and Guidance page. We recommend checking your Reconciliation Report as soon as the window opens to allow yourself time to make any adjustments if needed!

EL PD Calendar for the 2019-2020 School Year
We have updated our Indiana English Learner PD Calendar to a new format, and it houses all current existing opportunities for the school year. We will continue to update the Calendar as new opportunities arise and highlight those that are just around the corner here in Monthly Happenings.

EL PD on the Horizon
There is a lot of exciting English learner-focused professional learning on the horizon this month, including two high-quality, local EL conferences. We hope you'll be able to take advantage! See additional details, descriptions, and registrations for each within the IDOE EL PD Calendar.
- Sept. 25-26 - Scaffolding Language through Learning - The first of our WIDA-led, in-person sessions this year, this two-day workshop will be held in Noblesville and is intended for EL and classroom teachers. There are limited spaces available, and participation is limited to two per district.
- Sept. 26 - Annual SIEC EL Conference - Held in Huntington, IN, this conference will feature Annela Teemant and Andrea Honigsfeld as keynotes, and will feature a variety of breakouts. Topics will include: rural schools and ELs, cultural proficiency, EL logistics for administrators, and more.
- Oct. 2 or 3 - Annual WVEC EL Conference - Held in Lafayette, IN, attendees can choose to go to either day of this conference (content will be repeated). Tanny McGregor will be featured as keynote, and session topics will include: connecting content and language, co-teaching, engaging EL families, and more.

Indiana ILP Corner
It is encouraging to see so many Indiana schools already utilizing the Indiana ILP system! For those who have not and are interested and wondering how to get started, see below for information on gaining access to the system...
Public Districts: The EL lead at all public school districts and charters were sent login information this past spring. The EL leads can then create accounts for teachers and other staff members using IILP. If you are the EL lead in your district and did not receive this information, please complete this form to request access. if you are a teacher or administrator, contact your district's EL lead.
Non-public Schools: Non-public schools have access to the IILP system as well, however the process to get set up requires more behind the scenes technical setup. If you are a non-public school and are interested in using the system, please complete this form.
We will continue to share news and tips regarding the Indiana ILP system in this section monthly. Stay tuned for information on upcoming trainings for the 2019-2020 school year. In the meantime, IILP resources such as a video walk-through and a user guide can be found in our EL Policy and Guidance page under the IILP tab. Immigrant Family Safety
Families First is offering Immigrant Family Safety presentations at no cost to schools and organizations that serve immigrant families in Marion County. This presentation can be customized to the needs of the families that your school serves and can be provided to groups or individuals. The goal is to provide information about effective parenting practices to support families in preventing child abuse and domestic violence as well as awareness about U.S. cultural and legal issues newcomer families need to know to keep their families safe.
