The best time to learn a new language is between the ages of two years old and puberty. This is the best time because the process of laterization hasn't been completed. The process of laterization is the process on which the brain starts to develop individual sections that do individual tasks

How long does it take to become proficient? 2 to 3 years to converse and understand the language. It takes 4 to 10 years to be able to read, write, speak, and use the language academically. You will start out by understanding more words than you can produce. Then being able to produce more and more until you're able to hold a conversation.
