While the narrative, epic style of Tolkien's writing continues to impress many people, critics call it boring, verbose, and lengthy, due to the fact that almost nothing happens in the first 300 pages of Lord of the Rings.
However, some seemingly verbose sentences may actually require every word involved, because removing a word or phrase can ruin the flow, meter and/or meaning of the sentence.
