Accountability Updates
TEA School Improvement Guidance
-TIP Progress #3 submissions are delayed
-TEA is determining the best way to communicate guidance for summer work/Cycle 4 reflections for TIP planning and continuation into 20-21
-ESF diagnostics postponed this spring, will be completed spring 2021
-TEA is proposing to consider all districts and campuses NOT RATED: DECLARED STATE OF DISASTER for 2020 state accountability ratings
-This rating does not break the chain of consecutive years of unacceptable ratings for purposes of accountability interventions and sanctions.
-Ordered sanctions and interventions carried out by the district/campus in SY19-20 will carry-over and continue in SY 20-21.
ex. Campus was an F1 this year they will start SY20-21 as an F1 with the same intervention requirements.
-F2 Turnaround Plans have been reviewed by TEA, written notes on rubrics will be shared with all campuses, as well as, Approval/Modification requirements by June 15th
-As part of this USDE waiver, Texas assures that: • Any school that is identified for comprehensive or targeted support and improvement or additional targeted support and improvement in the 2019-2020 school year will maintain that identification status in the 2020-2021 school year and continue to receive supports and interventions consistent with the school’s support and improvement plan in the 2020-2021 school year.

Instructional Continuity Grant
-Released by TEA on April 6, 2020
-For LEAs with Targeted Support and Improvement campuses to increase their capacity to facilitate instructional accountability
-District awards will range between $10,500 and $220,000, depending on number of Targeted Support and Improvement campuses (does not include additional targeted support and improvement campuses)
-The grant will cover costs associated with building capacity to deploy curriculum, curricular resources and assessments aligned to TEKS for Instructional Continuity and/or at-home schools, professional development in developing effective virtual learning instruction, providing monitoring and support to teachers, students, and parents, addressing or developing areas associated with any of the above actions or technical assistance provided by ESC 18
- Allowable costs to include: laptops, hot spots, PD/training, printing, costs associated with development of curriculum or curricular resources for remote learning, technical assistance from ESC 18
-Eligible LEAs can apply by submitting an electronic application to grantapplications@tea.texas.gov
-Pre-award costs will be allowable from March 13, 2020 and the grant end date will be July 30, 2021
-Districts can reserve up to 50% to support federally identified campuses that are Title I and within one link in the feeder pattern. (Similar to SIG grant)

Providing FAPE During the COVID-19 Pandemic and Dealing with the Aftermath When Students Return
Cynthia Buechler, from the law firm Buechler & Associates, will guide Campus Administrators through considerations for students in special education while providing services during COVID-19. Mrs. Buechler will answer the essential questions in this area to maintain legal compliance.
