The School Board approved the recommended personnel items.

Approval of the School Division Operating, Special Revenue (Grants) and Capital Improvements Budget for 2022-2023

The School Board approved School Board approve the 2022-2023 School Division Operating budget in the amount of $54,277,268, the Special Revenue (Grants) budget in the amount of $12,888,768, and the Capital Improvements Budget in the amount of $480,000.

Energy Efficiency Upgrade Phase II Contract Approval

ABM has completed the Investment Grade Audit and has presented their findings and recommendations to FCPS administration. We have been working with ABM to finalize Phase 2 Energy Performance Contract scope of work with more coming in a Phase 3 Project. Phase 2 will save our school division $152,183 in energy and operations per year ($2,830,443 over the course of the term) and reduce carbon emissions by 2,031 Metric Tons per year. This will be accomplished through infrastructure improvements include upgraded LED lighting, mechanical heating & air conditioning system upgrades, water conservation, and PC power management.


During the course of the audit ABM identified critical heating ventilation and air conditioning systems (HVAC) that are at the end of their useful life and in failing condition and as a result will be replaced under this project. Updating these systems with new energy efficient equipment will significantly improve the physical learning environment for students, teachers, and staff.


These improvements will be guaranteed to ensure long term performance and reliability.

The School Board approved for staff to solicit and review proposals for financing the equipment in the energy performance contract with an estimated amount not to exceed $4,100,000 and furthermore authorize the Superintendent/Deputy Superintendent to execute the Phase 2 energy performance contract and related documents upon approval of contracts, by the school board attorney.

Revised 2021 - 2022 Instructional Calendar

The School Board voted to approve revisions to the 2021 - 2022 Instructional Calendar. March 30th and April 29th are now early dismissal days.

COVID Update

Dr. Eberhardt provided the following COVID update:


Under the new COVID-19 Community levels, Fredericksburg is now low. During the past week there was one reported and confirmed positive case. If the numbers continue to decrease, this may be the last COVID Report.

Digital Citizenship Initiative

Walker-Grant Middle School has partnered with Common Sense Education to bring our students Digital Citizenship curriculum. Because of the support from community partners, our students will be able to win prizes for their Digital Citizenship-centered original artifacts.

Middle School Update

Dr. Eberhardt provided an update on middle school. FCPS has received the draft feasibility study from Moseley and is reviewing the information. FCPS is waiting for Moseley to address a few pieces of information that are missing. When a completed document is received from Moseley, is will be released to the School Board and Council simultaneously.



Work has also begun on the options for converting the current middle school into an elementary school. This work involves determining what can be reasonably done as well as developing a related timeline and cost breakout.

Good of the Order

Mrs. Pomeroy wished everyone a happy and save spring break.


Mr. Bailey, Ms. Holmes, and Ms. Kay thanked everyone for their hard work and shared their appreciation for staff.


Ms. Holmes thanked ABM for their presentation regarding Phase II, noting that the work was very exciting.
