The Japanese military was asked to come up with a war plan. They proposed to go into Burma, Malaya, the East Indies, and the Philippines, and were going to put a defensive perimeter in the Pacific. They expected the U.S. to declare war but didn't think we could fight long or hard enough to win. Their biggest concern was that the U.S. could foil their plans, and to make sure that didn't happen, the Japanese navy did a surprise air attack.
