Coker Handbook Tidbits-Background Check
As per district policy, a criminal history record check will be performed on all current employees and potential employees. Fingerprinting of all certified personnel is required by the state. Parents must obtain clearance from the district in order to volunteer in the classroom or on field trips.

Open Carry
The Texas Open Carry Law now allows those citizens who hold a Concealed Handgun License to openly carry firearms in certain places. Even with the new law, however, please remind your staff that Board Policies GKA (Legal), GKA (Local) and DHD(R) address NEISD employees and firearms (and other weapons) and are still valid despite the Open Carry Law.
Employees are still bound to follow these policies that read as follows:
GKA(Legal): “A person commits a third degree felony if the person knowingly, intentionally, or recklessly possesses or goes with a firearm, illegal knife, or prohibited weapon [see FNCG]:
Onto the physical premises (a building or portion of a building) of a school;
Onto any grounds or into a building in which an activity spon- sored by a school is being conducted; or
On a passenger transportation vehicle of a school.
This offense does not apply if the person is acting pursuant to written regulations or written authorization of the District.
It is not a defense to prosecution that the person possessed a handgun and was licensed to carry a concealed handgun. “
GKA(Local): “The District prohibits the use, possession, or display of any firearm, illegal knife, club, or prohibited weapon, as defined at FNCG, on all District property at all times.”
Regulation DHD: “Pursuant to Texas Labor Code Section 52.062(a)(2)(B), the North East Independent School District does not permit any employee, save for law enforcement personnel, to possess a firearm in his or her vehicle on any parking lot, parking garage, or any other parking facility that is owned or operated by the North East Independent School District. As provided in the statute, this regulation applies even to those who possess a license to possess a concealed handgun. Any violation of this rule will make the employee subject to appropriate disciplinary action.”
Reduction of Meetings-GLC Meeting Feedback
During the January GLC meeting, chairmen reviewed additional suggestions in regards to reducing the amount of time spent in meetings. A list of suggestions for change and outcomes were included in the GLC meeting minutes. GLCs should review this information with teams as soon as possible as the changes are effective immediately.
