A Budget Work Session was held on February 7, 2022 at 5:00 p.m. and the regular meeting of the School Board was held at 6:30 p.m. (closed session) and 7:30 p.m. (open session) on Monday, January 10, 2022 in the School Board Room at the Walker-Grant Center, 210 Ferdinand Street, Fredericksburg, VA.

Head Start Approvals


Director of Head Start, Supervisor of Preschool Programs, Laura Dove, requested approvals of the following item:


1. Vaccination and Masking Policy and Procedure-Head Start Performance Standards effective November 30, 2021 now includes the below information from 1302.47 and 1032.93

(vi) Masking, using masks recommended by CDC, for all individuals 2 years of age or older when there are two or more individuals on a vehicle owned, leased, or arranged by the Head Start program; indoors in a setting when Head Start services are provided; and for those not fully vaccinated, outdoors in crowded settings or during activities that involve sustained close contact with other people, except: (A) Children or adults when they are either eating or drinking; (B) Children when they are napping; (C) When a person cannot wear a mask, or cannot safely wear a mask, because of a disability as defined by the Americans with Disabilities Act; or (D) When a child’s health care provider advises an alternative face covering to accommodate the child’s special health care needs.


(1) All staff, and those contractors whose activities involve contact with or providing direct services to children and families, must be fully vaccinated for COVID-19, other than those employees: (i) For whom a vaccine is medically contraindicated; (ii) For whom medical necessity requires a delay in vaccination; or (iii) Who are legally entitled to an accommodation with regard to the COVID-19 vaccination requirements based on an applicable Federal law. (2) Those granted an accommodation outlined in paragraph (a)(1) of this section must undergo SARS-COV-2 testing for current infection at least weekly with those who have negative test results to remain in the classroom or working directly with children. Those with positive test results must be immediately excluded from the facility, so they are away from children and staff until they are determined to no longer be infectious.

The May 2022 meeting date was changed to May 9th.

Disciplinary Committee

The Board voted to approve Rev. Bailey, Ms. Boyd, & Mrs. Pomeroy to serve, on the Disciplinary Committee and Ms. Holmes would serve as an alternate.

Informational Items

COVID Update

Dr. Eberhardt provided the following COVID update:


Fredericksburg City Public Schools (FCPS) has reviewed the Virginia Department of Health (VDH) Interim Guidance for COVID-19 Prevention in Virginia PreK-12 Schools that was released January 21, 2022 with the Health Department. FCPS will follow the VDH guidance on mitigation strategies which includes isolation, notification, contact tracing, and quarantines. This follows recent changes in the Centers for Disease Control and Prevention (CDC) guidance. This also follows specific guidance from the Rappahannock Area Health District (RAHD). FCPS uses a layered approach with multiple prevention strategies that includes:

· Clean and maintain healthy facilities

· Encourage people to stay home when sick and to seek care and testing, as appropriate.

· Encourage vaccination

· Ensure handwashing and respiratory etiquette

· Follow masking requirements

· Maintain physical distancing

· Monitor adequate and appropriate ventilation

· Notify known cases and/or exposures in combination with isolation and quarantine

· Notify public health of outbreaks in a timely manner.

· Offer COVID-19 Testing programs, when appropriate

Parents should review the VDH Algorithm for Evaluating a Child with COVID-19 Symptoms or Exposure with regard to evaluating symptomatic children.

Middle School Update

Dr. Eberhardt reviewed the recent press release regarding the upcoming public hearing and joint meeting with City Council. He noted that the meeting had been originally scheduled for January 13th and that was put on pause when the Old Hospital was presented as an option for the middle school. City and school leadership began working to see if it was a viable option.


A feasibility study would be done and scheduled to be completed by March 4th. On Friday, February 4th the old hospital was toured a site visit of the Idlewild property had been conducted.


The joint meeting for March 24th is to move forward with the Interim Agreement. City leadership and Board leadership have continued to meet to continue to move the process forward.

March 1, 2022 - Hot Topic Conference, Bristol, VA

Ms. Holmes noted that it was National School Counselor week and thanked everyone for their hard work.


Mrs. Pomeroy echoed her sentiments.
