Big picture

The Board heard discussions on the following topics:

  • Jan Rogenski, Asst. Superintendent of Educational Services, and Vincent Morales, Chief Business Official, presented a mid-year update to the 2021-2022 LCAP and Budget Overview. They provided background on the mid-year reporting requirements for LCAP, as well as an overview on the impact this has on our adopted budget. They also reviewed how we're doing in relation to the five areas addressed on the LCAP: LEA Engagement, Additional Concentration Grant Add-on Funding, One-time Federal Funds - COVID-19, ARP of 2021 & ESSER Update, and Fiscal Resources & Applicable Plans. Ms. Rogenski and Mr. Morales will bring the full LCAP back at a June Board meeting.

The Board voted on the following recommended action items:

  • Marie Morgan, Superintendent, requested adoption of Resolution 21-22-10 In Support of Black/African American History Month. Approved, 4-0-1
  • Vince Morales, Chief Business Official, presented three Memorandums of Understanding (MOU) between CSEA and WCSD for approval: 2022-2023 Work Calendar, Juneteenth Holiday, and Floating Day for 12-Month Employees for 2021-2022. Approved, 4-0-1
  • Chief Business Official, Vince Morales, requested approval of the District Audited Financial Statement and Bond Performance Audit for year-end 30th June 2021, as presented by WCSD's independent auditor, Christy Whites, Inc. Approved, 4-0-1
  • Nick Wai-Poi, CBOC member, presented the annual report of the Measure D Citizens' Bond Oversight Committee for fiscal year 2020-2021. Report Approved, 4-0-1
  • Ruben Fernandez, Director of Innovation & Technology, requested approval of the remaining plan for Measure D Funds, specifically for full HVAC replacement at our school sites. Approved, 4-0-1
  • Director of Innovation & Technology, Ruben Fernandez, presented for approval a proposal from Dormatech Mechanical Systems in the amount of $9,210 to repair the failed HVAC system in the Parkmead MPR. Funding will be from General Fund-RRMA. Approved, 4-0-1
  • Ruben Fernandez, Director of Innovation & Technology, requested approval of Resolution 21-22-08 Acceptance & Notice of Completion for the exterior painting of buildings and trim at Murwood Elementary. Approved, 4-0-1
  • Vince Morales, Chief Business Official, requested approval of the King Consulting proposal as presented at the Board Study Session on 24th January 2022. Approved, 4-0-1
  • The Governing Board discussed which, if any, candidates to endorse for the Subregion 7-A CSBA Delegate Assembly. No action taken

REPORTS FROM GOVERNING BOARD MEMBERS

The Board Members reported the following activities since our last Board meeting:

  • Sarah Talach: toured Walnut Heights with Superintendent Morgan & Nithin Iyengar, and Walnut Creek Intermediate with Superintedent Morgan & Zetta Reicker on 2/4
  • Heidi Hernandez-Gatty: nothing to report
  • Nithin Iyengar: toured Walnut Heights with Superintendent Morgan & Sarah Talach; attended WCEF Board meeting on 1/20 - a big thank you to everyone for the funds raised so far, Turn Up the Heat Campaign will start next week
  • Aimee Moss: attended a Dennis Myers session of the CCCSBA meeting via Zoom; reviewed the Board agenda with Marie on 2/2
