Legislative Meeting Briefs - December 2018

President's Welcome

Dr. Levinowitz welcomed everyone to the Legislative meeting and commended the many students who were in attendance. He asked the captains of the UDHS Football Team to lead the Pledge of Allegiance.

One of the duties of the President is to identify the Board committee chairs and members. Dr. Levinowitz will name those individuals in the coming days. A full schedule of committee meetings and Legislative meetings are available on the website.


Student Government Association Report

Superintendent's Report

Dr. Yanni reported on the students being celebrated for their academic and athletic achievements, American Education week, and the many great opportunities in place for our UDSD students.

Student Recognition

The Upper Dublin School District is fortunate to have tremendous student scholars and athletes. At the Legislative meeting we recognized the following groups of students:

  • 2019 National Merit Semifinalists and commended students
  • 2018 Suburban One American Conference Girls Tennis Champions
  • 2018 Suburban One American Conference Girls Cross Country Champions
  • 2018 PIAA District One & Suburban One American Conference Football Champions

We congratulate all of our student-scholars, student-athletes, advisors, coaches, parents, guardians, families, and community members for helping make Upper Dublin great!

SY 2019-2020 Calendar Preview

Mr. Tom Sigafoos, Director of Human Resources, discussed a first draft of the SY 2019-2020 calendar. The primary goals for the calendar development include creating a calendar that is instructionally focused.

Another goal is to reduce the number of early dismissals in the SY 2019-2020 calendar. A calendar will be brought forth at the January Legislative meeting for approval.


The only topic discussed during community input was the proposed revision to Local Board Procedure 006 Meetings, which would limit the topics for the first round of community input during Legislative meetings to those items requiring Board action at the meeting. This procedure will be sent back to the Policy Committee for additional discussion.


Education Committee - Curriculum & Pupil Services

The Board reviewed the District's enrollment and then approved student activities/trips and professional conferences. The Board also approved two service agreements and one educational placement. These are confidential matters related to students' privacy.

Operations Committee

The Board approved a list of excess, obsolete, and non-repairable equipment.

Related to the Sandy Run Middle School project, the Board approved the installation of electric switchgear and a temporary transformer to be used during construction. The Board also approved bids for the modular classrooms which will be used as temporary classrooms.

The Board approved a communication tower space license agreement which will allow the District to use an existing antenna on the Township's communication tower for our repeater. This will allow the District to utilize our two-way radios more effectively.

The Board approved also approved radon testing to be conducted in all school buildings.

Finance Committee

In routine matters, the treasurer's report, payments of bills, and budgetary transfers were approved. The Board approved a resolution that ensures the SY 2019-2020 budget will not exceed the Act 1 Index, which is set at 2.3%.

The Board took action to renew flood insurance for Sandy Run Middle School and the Annex.

Due to the Board's approval, the Treasurer can now sign checks for student activity accounts if necessary.

Finally, the Board took action to approve the spring sports supplies bids.

Personnel Committee

The Board took action to approve all personnel matters including appointments, resignations, leaves of absence, and change of status matters. The Board also approved Curriculum Support Leaders and extracurricular appointments.

Policy Committee

The Board approved the second reading and adoption of the following policies:

  • 616 Payment of Bills
  • 621 Local Taxpayer Bill of Rights
  • 622 Compliance with GASB Statement 34
  • 626 Travel Reimbursement Relating to Federal Grants
  • 917 Title I Parent/Guardian and Family Engagement

The Board approved the first reading of the following policies:

  • 006 Meetings
  • 324 Personnel Files
  • 330 Overtime

The Board also approved the following administrative regulations:

  • 618 Student Activity Funds
  • 621 Local Taxpayer Bill of Rights
  • 622 Compliance with GASB Statement 34

Liaison Committee Reports

The following liaison committee reports were shared: Montgomery County Intermediate Unit, Montgomery County Legislative Committee, Eastern Center for Arts & Technology, UD Excellence & Equity Consortium, Educational Advisory Committee, Pennsylvania School Boards Association, PTO/PTA, Township, and Upper Dublin Education Foundation.

Solicitor's Report

Mr. Roos commented on new federal guidance for Title IX relating to sexual harassment. Our policies are in compliance with the new guidance. Mr. Roos will provide updates to the District as necessary.


The following topics were discussed during the second period of community input: committee meeting times, local board procedure 006 Meetings, and transportation.

Dr. Yanni announced an FAQ document regarding the construction of Sandy Run Middle School. This document will be updated throughout the construction process.


Dr. Levinowitz reminded the community of upcoming Operations and Finance Committee meetings next Thursday, December 20, beginning at 6PM in the UDHS Cardinal Room.
