Delta Family Center Accountability
Colorado Preschool Program (CPP)
Each school district is required by statute to establish a district preschool advisory council. These councils are charged with the design and implementation of a high quality program with limited resources. The district preschool advisory council ensures that decisions about the program are made locally and that major stakeholders have opportunity for input.
- The local school board has final responsibility for the CPP Annual Report and Reapplication as well as an application to expand CPP if available to participate in CPP, and for operation and maintenance of CPP within the school district.
- No action taken by the council is final until approved by the school board. The CPP district preschool advisory council advises in the implementation of the program, and as they do this, decisions about how the program operates reflect the unique needs and priorities of the community.
- Two parents of children currently attending the district preschool program
- Two members of the business community
- Representatives from the following:
o Department of social services
o County agency involved in job services and training
o Publicly funded early childhood education agency located in the school district
o Privately funded child care center located in the school district
o Charter school located in district that has a preschool program
Members of the district preschool advisory council are appointed for two-year terms and may be reappointed by the superintendent. The district preschool advisory council should meet a minimum of six times per year. Each council should elect a chairperson who will serve a one-year term and may be reelected for a second year.
Responsibilities of the District Advisory Council:
- Studying and assessing the need for CPP
- Identifying and locating supporting research, and recommend eligibility factors applicable to the community.
- Advising in the development of a plan for identifying eligible children.
- Recommending to the local school board whether the program should be provided by the district or by publicly or privately funded providers or a combination
- At least every two years, developing and distributing requests for proposals to local publicly funded early childhood education agencies and privately funded centers to determine who will provide program services and recommending qualified providers to the local school board.
- Participating in the development of proposals to CDE requesting participation in CPP or in the preparation of expansion requests.
- Providing information and data to CDE for reports on the program.
- Developing a comprehensive plan for delivery of services addressing the areas of program quality, staff development, family involvement, family support services, and program evaluation as a part of the Annual Report process.
- Visiting all settings providing CPP enrollment at least twice per year, to identify strengths and areas for growth.
- Developing written policies to document and reflect the decisions made by the council.

What Is Policy Council?
The Policy Council is a group of Head Start and Early Head Start parents and community members who help lead and make decisions about their program. Policy Council members are elected by the parents of children enrolled in the program. Parents often join the Policy Council after serving on a parent committee.
The Policy Council meets regularly as a group. Members can serve for one year at a time, and for up to five years. They work closely with the program's management team and governing body to provide overall direction for the program.

Why Do Head Start and Early Head Start Programs Have a Policy Council?
When Head Start began in 1965, its founders understood that parents are essential partners in educating young children. They felt parents should help decide how Head Start services can most benefit their family and other families in the community.
Head Start created the Policy Council as a formal leadership and policy-making role for parents. Today, every Head Start and Early Head Start program must have a Policy Council as part of its leadership structure. Through the Policy Council, parents have a voice in decisions about how the program spends money, what children do in their classrooms, and how the program works with community partners.
Children, parents, and the program benefit when parents take on leadership roles. Children learn more and experience healthier development at school and at home. Parents can become more confident, gain skills, and connect with other parents and staff. Program staff learn about the strengths, interests, and needs of the children, families, and community they serve.

Backpack Program Exchange Dates!
The Backpack Program is Coming Your Way! Each BELA class should receive a PowerAnnouncer as to your date and time for FINAL INVENTORY TIME. Families should have also hear from our wonderful Backpack Ladies with details about their exchange during their week.
Outlying Delta County Families: When it is your exchange week, the Backpack Ladies will be in our big white van from 11-1pm in partnership with each community's elementary school.
Boxes will be due in for End of Year Inventory starting in Delta the week of April 5th!
If you are NEW to the Backpack Program, please follow the link below to fill out a short form and watch a short required "Box Talk" prior to picking your first Backpack Box.
