Weekly Brief
Graduation: I think the following will have implications for in-person graduation. This is the 19th modification to the State of Emergency declaration. If we do have an in-person ceremony, we will need everyone to contribute in some way.
Governor Carney and the Delaware Division of Public Health (DPH) also updated guidance for Delaware churches and other communities of worship on Saturday. Delaware churches and houses of worship may conduct outdoor services without limitations on gathering sizes, as long as they follow social distancing and other basic health precautions, including around handwashing and face coverings.
Communities of worship must post signage detailing basic health precautions, including information about social distancing, frequent hand washing, and the use of face coverings. Churches and houses of worship also should discourage parishioners 65 and older from attending services, because of their greater risk of becoming infected with COVID-19 and falling seriously ill.
Delaware's Economy: I asked Sean to put together some information he gleaned from the latest DEFAC meeting.
During the DEFAC meeting yesterday, the financial outlook for the State of Delaware improved from the April DEFAC meeting, but still remains grim for FY 21. Revenues are anticipated to be $92M more in FY 20 than was forecasted in the April DEFAC meeting. However, FY 20 revenue would still be $176M less than FY 19. With a reduction of $88M in FY 20 Expenditures since the April DEFAC meeting, it appears that the State may end the year with a small surplus. Revenues for FY 21 are up $73.3M from the April DEFAC.
Overall revenue estimates are down by $325M for FY 20 and $294M for FY 21 since the Governor’s Recommended Budget in January. Expenditures will be contingent upon the passage of the FY 21 Final budget, but it can be anticipated that there will be no increases to any line items. We have received no indications of if or how much potential reductions will be for NCCVT.
Up Ahead: Finishing Strong
1. These next to weeks are completely focused on successfully finishing the school year.
2. Finalize plans for student to pick up their belongings and staff to "pack up" their room.
3. Look to wrap our heads around the driver's education issue as much as possible. We've been discussing ways to maximize personnel and time to drive students throughout the day.
4. Finalize graduation. I believe the Gov. will put out information this week on how we can hold ceremonies.
5. Begin reviewing and organizing how we will approach the 20-21 school year. Several resources are in our return to school folder located in our COVID 19 google folder.
6. Identify personnel for summer school and finalize cost. We are looking to reduce SS from $300 a course to $100, $75 for students with Free or Reduced lunch, and $50 for Health classes. This is a significant cost reduction.
