DEIC Roles and Responsibilities
District Educational Improvement Council
Our task is to educate their whole being so they can face the future. We may not see the future, but they will and our job is to help them make something of it.

District policy and procedures shall establish a District-level planning and decision making committee that will:
- involve professional staff of the district, parents, and community members, and
- establish and review the district's and campuses' educational plans, goals, performance objectives, and major classroom instructional programs
DEIC RESPONSIBILITIES
Assist the Superintendent in the planning, operation, supervision, and evaluation of the District educational program.
Assist in the annual development, evaluation, and revision of the District improvement plan.
Analyze information related to dropout prevention.
Federal and state law along with local Board policy and administrative regulations determine the expectations and the rules for DEIC.
Elected Professional Staff
- The consent of each nominee shall be obtained before the person's name may appear on the ballot.
- Election of the council shall be held in the fall of each school year at a time determined by the Board or its designee.
- Nomination and election shall be conducted in accordance with district policy and administrative regulations.
Appointed by the Superintendent
Representatives appointed by the Superintendent shall serve single-year terms.
Appointed Parents
- Persons who stand in parental relation to a student.
- Employees of the district are not considered parent representatives on the team.
- Parents are not considered representatives of community members on the team.
- In NEISD, the Superintendent will appoint a parent from each cluster.
Appointed Community Representatives
- Provide for appropriate representation of the community's diversity.
- Must reside in the district and be at least 18 years of age.
- Parents are not considered representatives of community members on the council.
- In NEISD, the Superintendent will appoint two community members.
Appointed Business Representatives
- Business representatives also provide for appropriate representation of the community’s diversity and must be owners of business enterprises.
- Do not have to reside in the district.
- Business enterprises do not have to be operated in the district.
- In NEISD, the Superintendent will appoint two business representatives.
The Superintendent or designee shall ensure that the DEIC obtains broad-based community, parent, and staff input and provides information to those persons on a systematic basis.
- Minutes of each meeting shall be distributed to DEIC members, all principals, and all PTA presidents.
- Minutes of each meeting shall be posted at each campus and at the Richard A. Middleton Education Center.
- Employees and the community at large shall receive information about the committee’s activities through District publications.
