2018-2019 Budget Adjustments and Cost Saving Measures
The District is currently forecasting a budget shortfall between $10 and $12 million for the 2018-2019 school year. There are several factors that have contributed to this situation:
- English Language Learner (ELL) enrollment and specialized classroom enrollment was over-projected.
- The District anticipated continued student enrollment growth. Enrollment has instead remained relatively flat.
- There has been a decrease of students in poverty throughout Beaverton and the metro area. This reduces our State School Fund allocation.
- We realized less attrition of experienced teachers. This means fewer teachers left the high end of the salary schedule and were not replaced by teachers on the lower end of the salary schedule. Additionally, there was also an underestimation of actual salary costs.
- The implementation of the Pay Equity legislation could not have been estimated when the budget was adopted. This law requires employers to develop an evaluation process to assess and correct wage disparities among employees who “perform work of a comparable character.” The intent is to prohibit discrimination on the basis of a protected class.
The Superintendent’s Cabinet has identified several actions to reduce spending this year. These actions will be implemented immediately, but will not cover the entire projected shortfall. The balance of the shortfall for 2018-2019 will be carried forward to 2019-2020. To minimize disruption to schools, students and staff mid-year, the current year’s reductions do not include layoffs or a reduction in school days.
The reductions include the following:
- Restrict substitute usage for non-classroom positions for an anticipated savings of $2M
- Reduce non-salary budgets by 20% for all schools and departments for an anticipated savings of $2.6M.
- Reduce Teaching & Learning non-salary budget for Quality Curriculum Cycle and textbooks for an anticipated savings of $2.6M.
- Freeze hiring for non-classroom positions for an anticipated savings $800K.
These reductions will be difficult, but they are necessary to help balance the budget for the current year and not increase the cuts for the next fiscal year.
There has been a dramatic shift in demographics in the Beaverton School District. The District is no longer a growth district, and we recognize we are in a new reality. In the future, we will be more conservative in our budgeting approach. Moving forward, we are strengthening our practices and oversight in the following ways:
- Tightening up the projection review process with our Business Services team; for example, run predictive models with known revenue and expense elements.
- Improve alignment of staffing to program size and revenue stream.
- Make timely staff adjustments to match revenue forecasts.

2018 W-2 Delivery
The Payroll Department would like to notify all employees of the following:
Electronic W-2s will be available through Employee Online Services by Monday, January, 28, 2019. Please note that your W-2 will not be delivered to you by email if you have opted in to electronic delivery; you must login to access it.
If you have chosen paper delivery, you will receive your W-2 either at your address of record or at your school/department location (whichever you have dictated). Paper forms will be mailed on Monday, January 28, 2019. Secretaries will receive employees’ W-2 forms in standard green bags on Tuesday, January 29, 2019. These will be distributed to employees by Thursday, January 31, 2019 or put into the mail at the end of day for any staff who have not claimed them.
All employees will have electronic access to their W-2s. Oregon Equal Pay Act
This Act, known as the Pay Equity Law, requires employers to assess and correct wage disparities among employees who “perform work of a comparable character.” In compliance with the new law the Human Resources (HR) Department has conducted a salary audit, and worked with employee associations to bring contract language into compliance and adjusted hiring practices as required by law.

The District email system (Outlook) will not allow the transmission of data such as social security numbers, credit card numbers, tax ID numbers and other such highly sensitive information. Traditional email is not a secure method of sending this type of confidential information.

Opt-in for Text Messages
In a large-scale emergency, SMS messaging may be the only mode of communication.
In order to receive text messages, you must opt-in.
To opt-in:
- Your cell phone number must be in the Employee Online Services (EOS), listed as CELL. EOS can be accessed from the Staff Bookmarks. Once logged in, please click on Home Address to make any changes. Select CELL from the Phone Number drop down list, enter the number, and hit Save.
- Once your number is in EOS, text “YES” to 67587. You will receive a confirmation text.
Raleigh Hills K-8 Update
At their December Business Meeting, the School Board voted 5-2 in favor of suspending indefinitely the Raleigh Hill K-8 Addition Project under the 2014 Capital Construct Bond. Funds allocated to this project shall be preserved for future use at Raleigh Hills K-8.
The 2014 Capital Construction Bond included a project for Raleigh Hills K-8 that included building additions to eliminate portables, renovations, and improvements to vehicle circulation across the site. It became apparent that further investments would need to be made in this aging facility within the next 5-10 years that are not currently budgeted. In consideration of these future renovation costs and the constraints of the existing facility, construction of a new, state-of-the-art school in a future bond in lieu of the current project offers many advantages. Suspending the current project will allow consideration of the options available as the next bond is planned.

Immunization Exclusion Day - February 20, 2019
State law requires that all children in public and private schools, preschools, Head Start and certified child care facilities have up-to-date immunizations, or have a medical or nonmedical exemption.
Parents or guardians will receive a letter in early February if their child’s immunization record shows that he or she has not received the required vaccinations. Children will not be able to attend school or childcare starting February 20, 2019, if their records on file show missing immunizations.

Inclement Weather Information for BSD Employees
If a decision is made to delay or cancel school, we will typically make this decision by 5:15 a.m. and post information on the District website by 5:30 a.m.
When any inclement weather event occurs the Superintendent and designated District administrators are frequently communicating. We will drive the roads early in the morning to evaluate current travel conditions, check in with our neighboring school districts and confer with our weather service to better understand the latest weather forecast. All of this happens before any decisions are made.
When schools are closed and weather conditions remain unsafe to travel, we will continue to gather information throughout the day in order to determine whether schools will be open or closed the following day.

Mountainside HS Athletic Trainer named 2019 Gatorade Secondary School Athletic Trainer of Year for District 10
As a winner, Christina will be formally awarded at the Northwest Athletic Training Clinical Symposium in March in Spokane and recognized again in June at the National Athletic Trainers Association Annual Meeting in Las Vegas. She will also receive:
- $1,000 grant toward the school program featured in the submission
- Gatorade High School Performance Package
- Exclusive award winner jacket
- Travel and accomodations to NATA Clinical Symposia & AT Expo
- Additionally, the nominator will win $200 cash or Gatorade product.

West TV ES Hosts Natural Disaster Panel
The 4th grade team at West TV Elementary School is in the middle of an inquiry unit with the central idea of "people use scientific knowledge to respond to a changing Earth". In this unit they study natural disasters. As a PYP school, a big part of the units are encouraging students to take action.
On January 10, 2019, the team hosted an expert panel of community members to discuss how our local community is prepared in the case of a natural disaster. The panel included: the State of Oregon Director of Emergency Management Andrew Phelps, West TV Principal Kalay McNamee, City of Beaverton Emergency Manager Mike Mumaw, and District Emergency Coordinator, Ashley Vander Jagt.
