These summaries are not meant to replace minutes. The minutes for each meeting are approved and posted after the next regularly scheduled meeting. We hope these summaries provide some basic information and context around the reports, presentations, and action items.

Dr. Mark Johnson, Confluence Health’s Infectious Disease Specialist, provided the board with an overview of how COVID-19 is transmitted by both children and adults, noting what is currently known about the disease and its insidious nature to spread asymptomatically. Dr. Johnson advised that a return to school poses a significant risk of increased transmission when children congregate. Currently, cases of COVID-19 are 9 times higher than what is recommended for restarting school in Chelan and Douglas counties.

Dr. Rutherford underscored Dr. Johnson’s points by adding that the community has seen a progressive increase in cases. 200 tests a day are being administered on individuals who have come in contact with someone with COVID-19, with positive test rates as high as 12 percent. Hospitalization rates are increasing, forcing Confluence to disperse patients to other hospitals for care. Dr. Rutherford expressed concern about any activities that would increase disease numbers in the community at this time.

Superintendent Gordon expressed that making the recommendation to the board to start school online this fall was one of the most challenging decisions he has ever made in his 25-year career. Knowing that children are best served in the classroom, but also acknowledging that this is a health crisis, Gordon has leaned into the guidance of public health professionals during weekly meetings to guide the District’s actions. Over the last several weeks, local medical professional and public health officials have presented information indicating that the risk of returning to school for in-person instruction is too great. The recommendation is grounded in medical knowledge and supports the superintendent’s number one role and responsibility— to ensure the safety and wellbeing of our students, staff, parents, and the broader community.

Over the last two weeks, the District had been preparing for in-person instruction but shifted direction as conditions changed and new information emerged on the increase in COVID infection in the community. Members of the District’s executive cabinet team presented the board with a two-stage plan to reopen schools. Stage 1: Continuous Learning Online and Stage 2: Hybrid Learning (Online/In-person)

Stage 1: Continuous Learning Online
Online for all students starting August 26th - Students will attend classes virtually with instruction provided by their classroom teacher.

Limited In-Person Support
Students furthest from educational justice will be prioritized to receive in-person support. Students with IEPs, homeless students, students from households of significant poverty, and students in unsafe homes who rely on school as an important layer of protection from neglect and/or physical, sexual, and emotional maltreatment and abuse will be prioritized for services.

Structured Daycare and Support
The District knows that childcare is of great concern for parents. The District is developing plans for limited childcare. Details are being worked through and will be shared with parents in the weeks ahead.

K-5 Structured Childcare

• 5 students in a room with masks and social distancing

• Supported by a classified staff member to assist with:

• Following the students classroom schedule

• Limited tech and academic support

• Providing meals

Middle School and High School Support

• A limited number of seats will be available for students to come to a designated

school for a safe, structured learning environment that will be supported by a small number of adults.

Other childcare offerings
The District is working with the YMCA to explore other potential childcare options for families that do not meet the criteria for structured childcare or other support.

Transitions and Orientations
The District recognizes, and is planning for, some small group in-person connections with teachers to assist with transitioning students and families to online learning, especially elementary students, and orientations for students transitioning to middle school and high school.

Canvas™ Learning Management
The District has invested in a learning management system (LMS) called Canvas as the district-wide learning platform. Canvas™ is a robust learning tool and has significant support and resources for educators. It will serve as a centralized location for communication where parents can observe what their child is learning and interact with teachers.

Schedules
Sample schedules of a school day for elementary and secondary students were shared. Students will not be online all day. The school day will consist of a blend of online instruction in Canvas™, hard copy materials (textbooks, paper/pencil) activities, and meal and recess/break times. Students in grade 6-8 will have a structured day similar to K-5

Staffing
The District is working closely with association leaders on staffing needs and exploring a number of ways to utilize classified staff in roles to support different learning models.

Parent Support
The need for parent support and training was something that the District has heard consistently from stakeholders. Supports are being created by a committee to help parents learn how to navigate how online learning works.

Community Outreach
Staff are currently planning for community outreach opportunities focusing on one-on-one support for online learning navigation and support in the community. Support will start on August 19th in English and Spanish.

Wenatchee Internet Academy
Choice in learning is important for the District. Parents can choose to enroll their children in WIA, an online virtual learning school for parents who want their child to learn online throughout the entire school year. 175 students are currently enrolled as of July 29th.

Stage 2: Hybrid
When it is safe to do so, the District believes it will move to a hybrid model (online/in-person). There is no hard deadline for when the district will transition to Hybrid. Early thinking includes bringing elementary students back in tiers starting with preschool and Kindergarten.

Comprehensive Smart Restart Plan
A comprehensive Smart Restart Plan will be presented to the board at the August 11th meeting. This plan will include logistics and operational details.

The board approved the superintendent’s recommendation for a vast majority of our students to start the school year through a staged approach of starting online and transitioning to a hybrid model of instruction when local health organizations deem it safe to do so.

K-5 Structured Childcare

Gestión de aprendizaje de Canvas ™
El Distrito ha invertido en un sistema de gestión de aprendizaje (LMS) llamado Canvas como la plataforma de aprendizaje de todo el distrito. Canvas ™ es una herramienta de aprendizaje sólida y tiene un apoyo y recursos significativos para los educadores. Servirá como un lugar centralizado para la comunicación donde los padres pueden observar lo que sus hijos están aprendiendo e interactuar con los maestros.

Horarios
Se compartieron ejemplos de horarios de un día escolar para estudiantes de primaria y secundaria. Los estudiantes no estarán en línea todo el día. El día escolar consistirá en una combinación de instrucción en línea en Canvas ™, actividades de materiales impresos (libros de texto, papel) y horarios de comidas y recreo / descanso. Los estudiantes del grado 6-8 tendrán un día estructurado similar al K-5.

Personal
El Distrito está trabajando estrechamente con los líderes de la asociación sobre las necesidades de personal y la exploración de diferentes maneras de usar al personal clasificado para apoyar los diferentes modelos de aprendizaje.

Apoyo a los padres
La necesidad de apoyo y capacitación de los padres fue algo que el Distrito ha escuchado constantemente de las partes interesadas. Un comité está creando apoyos para ayudar a los padres a aprender cómo navegar, cómo funciona el aprendizaje en línea.

Asociación comunitaria
Actualmente el personal está planificando oportunidades de alcance comunitario concentradas en el apoyo individual para la navegación del aprendizaje en línea y el apoyo a la comunidad. El apoyo comenzará el 19 de agosto en inglés y español.

Academia de Internet Wenatchee
La elección en el aprendizaje es importante para el Distrito. Los padres pueden optar por inscribir a sus hijos en WIA, una escuela virtual de aprendizaje en línea, esta es para padres que desean que sus hijos aprendan en línea durante todo el año escolar. Actualmente 175 estudiantes están matriculados a partir del 29 de julio.

Etapa 2: Híbrido
Cuando sea seguro hacerlo, el Distrito pasará a un modelo híbrido (en línea / en persona). No hay una fecha fija para cuándo el distrito hará esta transición a Híbrido. Se está pensando primero en traer a los estudiantes de primaria, los niveles de preescolar y jardín de ninos.

Un plan integral de reinicio inteligente se presentará a la mesa directiva en la reunión del 11 de agosto. Este plan incluirá logística y detalles operativos.
