Highlights from the September 10, 2019 Meeting

Welcome Student Trustees!

The Board welcomed our student trustees at the September 10th board meeting. These students will represent our five schools during the 2019-20 school year.

Unaudited Actuals Report for 2018-19

Corbett Elsen, Chief Financial Officer, presented the report comparing the estimated actuals from June 2019 with the unaudited actuals for the 2018-19 budget. The variance of 1.97% falls within the "good" range of the accuracy goal. The Board asked questions and commended the Business Office for their work on closing the books for 2018-19. The independent auditors report will come to the Board in December 2019.

Refunding of Existing Bonds

Corbett Elsen, Chief Financial Officer, introduced Chet Wang and Laura Herrera of Keygent Advisors LLC to present background and options to the Board related to refunding of existing bonds. (The District is not pursuing a new bond campaign.) They project taxpayer savings of between $3-4 million. The Board discussed the options and expressed the preference to lock in low rates now. The Resolution 19-4 was adopted and allows the District to proceed with refunding. The District has an AAA rating from S & P, and recently earned an Aaa rating from Moody's, the highest credit rating possible.

Field Trip Policies

The Board continued their discussion (begun at the August 27th meeting) related to past practice and adherence to board policy as it relates to swimming on District sponsored Global Studies field trips. Board members would like to have specific restrictions to ensure student safety in relation to water activities. Staff has responded with additional insurance requirements, a super waiver, and will provide an updated set of instructions for parents and students which clearly prohibits swimming unless a life-guard is present.

Public Hearing: Negotiation Sunshine Articles

Tam Federation of Teachers (TFT) President Ann Jaime presented Articles from the contract for negotiation during the 2019-20 school year, and asked for public input. There was no public comment. This is a procedural requirement to start the process. The District presented Articles of negotiation at the August 27 board meeting.

Discussion of Potential Parcel Tax Renewal

Mr. Elsen reviewed a renewal timeline, and reminded the board of the significant impact of the parcel tax and how it is set to expire in June 2022. Dr. Taupier proposed a ten-year term renewal effective 2020-21, based on positive polling results to support the term and a $190 increase. This amount was derived from budget analysis to maintain the programs our community values, to balance the budget, and to maintain reserve levels at the board approved level. The board discussed the potential parcel tax renewal but no new action was taken.

Parcel Tax Citizens' Oversight Committee

The deadline for applications has been extended for an Oversight Committee for the Measure J Parcel Tax. Please note that this is not a decision-making body, but will provide oversight to ensure the use of Parcel Tax funds align with stated purposes from Measure J ballot language. All interested parties may use this link for more information and for an application. You may also pick up an application and other materials in the Business department of the District Office, 395 Doherty Drive, Larkspur, during business hours.

LCAP Committee Members

The Local Control and Accountability Plan (LCAP) includes the District's goals and action steps along with resource allocation contained in a 3 year plan. The District will review and update the entire plan this school year with the help of our stakeholders.
