What is the issue and what branch of government has dealt with it?
- The issue would be that it, transport raw, toxic tar sands right through the American heartland from Alberta, Canada to refineries in Texas and threatens to wreak environmental havoc on both sides of the border.

How have checks and balances been used and what part of the constitution is being used?
- Checks and balances have been used by the constitution which clearly grants the president the authority upon receipt of a bill from congress which says ----- “If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated.” If returned, Congress can override the President’s decision with a two-thirds vote of each house.
- The part of the constitution that is being used is ARTICLE ONE that deals with the legislative branch
