1st was because of the trade in sugar, coffee and tobacco was great in profit. to avoid tariffs and trade regulations cigar companies relocated from Cuba, thousands of Cubans came to work in the factories
2nd was because of Castro when he led revolution declared itself to be communist and allied with Soviet Union in the early 1960's
