The Ninth amendment, The enumeration in the Constitution of certain rights shall not be construed to deny or disparage others retained by the people. This means that nothing written in the Constitution can be used to cancel amendment to it. The Tenth amendment.
The Eighth amendment of the Constitution states: 'Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.' The amendment is meant to safeguard Americans against excessive punishments.
