A Message from Superintendent Tom Reusser
Spring is here! There are so many great things happening at Sutter County Superintendent of Schools. Our brand new Cosmetology School is thriving. We have welcomed our students with open arms and they are showing us exactly why we are in the education business. Our students are learning how to provide Relaxer Service on texturized hair and are studying Color Theory; which teaches students about the underlying colors that live at each level of natural hair. While our Medical Assistant program continues to thrive. So far, we’ve had 100 students in our program for the 2022/2023 school year and we are expecting 12 more students to start in our next class session. As both these programs grow, we are excited to help our students see their potential and meet their goals.
We are also excited to start opening up Shady Creek to private events and weddings. The grounds are an adventurous place for our students as an outdoor school, but during Summer Break and weekends, this beautiful campus is a place for community. We have had several couples use this space to say “I Do,” families meet up for reunions, friends gather for birthday parties and much more.
I cannot thank our SCSOS team enough for their hard work to provide these experiences to students right here in Yuba City. I am grateful to every single one of my staff. None of this could be accomplished without their talent and dedication to doing what’s best for students.

This month we were blessed and honored to serve the following schools:
Paradise Charter, Notre Dame, Gerber, Biggs, Williams, Princeton, Grand Island, Johnson Jr, Sierra Elementary, Durham, Redding STEM, Forest Ranch, Achieve Charter, Children’s Community Charter, Kirkwood Elementary and Richfield. Needless to say, March was an incredible month at camp! Every one of these schools brought their own unique brand of fun and personality. The diversity of students we serve really does make each and every week stand out, and that makes our experience as educators even more rewarding.
The weather at camp has been more eventful than I hoped for. I am so tired of the snow! However, one of the best parts of operating in the snow or rain is it does make the students feel like they are truly on an adventure. I share with campers every week I won’t allow ANYTHING to steal my joy or fun, not even crazy epic weather storms – and I encourage them to have the same outlook.
I do love sharing stories, it's one of my favorite ways to spread my love and overall passion for life. For this month’s story, I want to share one that is near and dear to my heart. This story takes place 12 years ago from a Williams/Johnson Jr. week. I absolutely LOVE Williams week at Shady Creek, It’s always one of my favorite weeks of every year. Just like most communities we serve, Williams/Arbuckle students are completely out of their normal comfort zones at Shady Creek. It’s the best! On this particular week there was a student with the nature name of Digger Mole Diggy. I became instant friends with him from the very minute he arrived at opening ceremony. He had a huge heart and a big personality just like me. On a Wednesday afternoon, I was slated to teach his communities class, which involves our low ropes course. As we started on the first “levels," he was a rock star at encouraging his fellow classmates and being super supportive of everyone trying their best as they navigated through a rope swing and our giant spider web challenge. Traditionally, the final obstacle of our ropes course is something we call the “Mohawk Walk”. It consists of three different challenges that involve walking on steel cables with a partner about two feet off the ground, with the final challenge of walking solo to finish the obstacle. Digger Mole Diggy, to my surprise, asked if he could be my assistant and help run the activity with me. I was super impressed by his leadership earlier and agreed to let him be my assistant. As every student paired up and started this final challenge, I watched Digger Mole Diggy encourage, support and set up his peers for success. At the very end of the line there was a student who was terrified of participating in this challenge, but Digger Mole Diggy walked up and spoke with the student. Before I knew it, the student was on the ropes. It was AMAZING! As this particular student arrived at the final solo challenge (which is very difficult) he fell instantly to the ground. The class laughed, but not my main man Digger Mole Diggy.He picked the student up and said these inspiring words: ”You got this, you just have to focus.” The student got back up and a minute later fell again. Digger Mole Diggy, again, said his words of wisdom: “You just have to focus.” The student got up again, but this time with the whole class now supporting him, and completed the obstacle. The entire class cheered and gave him a giant “BOOMSHAKLAKA!!” I saw the look of satisfaction on Digger Mole Diggy’s face, he saw the look of happiness on mine. But something felt missing – It was time for Digger Mole Diggy to have his moment. When I offered to be his partner for the final challenge, he was apprehensive to agree, but after some positive reinforcement, he was down to try. The two of us blazed through the first two obstacles; we were a super team to say the least. But as Digger Mole Diggy approached the final section, I could tell he was afraid. The whole class watched as he grabbed the ropes to make it to the finish line and about three feet into it, Digger Mole Diggy fell to the ground. He got up quick, dusted himself off and tried again. Just to fall again a few moments later. The next attempt, Digger Mole Diggy reached past the half way mark and you could tell he was determined to succeed, but then he fell again, this time it was a hard fall. He didn’t get up quickly this time. He turned to me with tears building up in his big brown eyes and said, “I can’t do it Yeti, I just don’t have what it takes.” I picked him up off the ground, dusted him off, put my arm around his shoulder and said the words of wisdom that was shared with another student only five minutes before: “You got this Digger Mole Diggy, you just have to focus.” He smiled as he got back on the ropes for his next attempt. As you may have guessed, he conquered the challenge a few moments later!
Months later, I received a letter from Digger Mole Diggy. He shared how amazing his time at camp was and how much he enjoyed the food. But then he shared his experience at the ropes course, sharing what happened that day was the first time that he realized he could accomplish anything he put his heart and mind to. He stated that moving forward in life, he knew without a shadow of a doubt that he can conquer any challenge as long as he focused on his goals. That afternoon at the ropes course will always stand out to me as one of the greatest moments ever at Shady Creek. I encourage everyone to take the words of Digger Mole Diggy to your heart. Whatever challenge you may face, whatever obstacle that stands in your way and whatever dream you have in your heart – if I could quote an extremely wise young man: ”You got this, you just have to focus!”

Dr. Karen Villalobos recognized as 2023 Superintendent/Principal of the Year for Region 2!
Superintendent and Principal of Twin Rivers Charter School (TRCS), Dr. Karen Villalobos, has been recognized by the Association of School Administrators (ACSA) for 2023 Superintendent/Principal of the Year both on a local and state level for Region 2. Sutter County is one of ten counties that make up the ACSA Region 2 area.
Having been nominated for the first award by TRCS Board President Mike Paustian, Mike stated in his application, "Dr. Villalobos's list of accomplishments in the last few years as TRCS Superintendent/Principal are a direct result of her leadership. Karen's ability to build relationships with her team, as well as the Sutter County community has supported student success and resulted in closing the achievement gap at TRCS."
After being awarded 2023 Superintendent/Principal of the Year, Dr. Villalobos received a call she was also being recognized at the state level. “I’m over the moon,” said Dr. Villalobos. “I'm so fortunate to be working in a school community that values education. I have been blessed to work with many talented and hardworking educators in my 28 years of education. To be recognized as ACSA's Superintendent/Principal of the Year, is a true honor. It's an achievement that takes everyone working together with a common vision and a desire to make a difference every single day. I'm so proud of TRCS and this award feels like the culmination of a year of accolades that are so deserving of the TRCS school community; the TRCS Board of Directors, administration, faculty, staff, students and families. This award will be up there with special moments.”
Twin Rivers Charter School has increased students meeting or exceeding grade level standards over 31% in ELA and 33% in mathematics and has closed the achievement gap in almost every sub group as evidenced on the California School Dashboard. TRCS was the only elementary school in Yuba, Sutter and Colusa Counties to be named a 2023 California Distinguished School. In 2023, CDE identified the top 6% of elementary schools based on California School Dashboard; metrics in student achievement, attendance, and suspension rates were used for selection metrics.
During Dr. Villalobos's leadership, TRCS staff has become fully trained and implemented PLC practices and been identified as a PBIS Silver and Platinum School. Last year TRCS was awarded the California Green Schools Silver recognition and identified as a California Pivotal Practice School for the work on using data to drive instruction and student learning during COVID. TRCS was also re-designated as a Middle Schools to Watch by the California Middle School Alliance in March.
Dr. Villalobos shared recently at a school awards ceremony, the recognition that has been given to TRCS is a direct result of the support of the TRCS board of directors, and the hard work of the TRCS administrative team, faculty, staff and students. Dr. Villalobos stated, "TRCS staff is the most hardworking, dedicated group of individuals who consistently look to better themselves. They consistently hold high expectations for our students and themselves. When you have a culture of purpose and high expectations, you are able to achieve great things which has been evidenced over the last couple of years."
All winners will be honored the evening of Friday, November 3, 2023 at the Leadership Summit in Sacramento.
Sutter County Adult Education Success Story
Teresa Roseberry started with Sutter County Adult Education in 2020 and overcame many challenges while studying to take the HiSet (High School Equivalency Test). She passed the HiSet in March and now will be graduating with the Class of 2023. She currently works a graveyard shift for an organization that assists people in recovery and has done so for the past three years. Her goal is to pursue an education in the medical field so that she may continue to make a difference in our community. Congratulations Teresa!

Starting April 3rd-May 8th, The Peer Resource Engagement Program (PREP) is hosting their 3rd Annual Art Contest! Your task is to create a piece of art in connection to positive Youth Mental Health. ALL K-12 students in Sutter County are encouraged to participate for the chance to win FUN PRIZES!
All artwork will get the chance to be displayed in the community by the Sutter County Superintendent of Schools, Student Support & Outreach department. Artwork may be submitted by scanning the QR code. We look forward to seeing Sutter County students creativity shine through!
