Notices From our Friends...
Manchester Bike and Pedestrian Committee
Dear Parents,
In case you do not subscribe to the Cricket or receive the Manchester Board of Selectmen weekly newsletter, the Manchester Bike and Pedestrian Committee wanted to notify you of a recent change that will affect Manchester streets and possibly your school pick-up/drop-off commutes.
Approved at the last Board of Selectmen meeting on 9/25/2017, was the recommendation of the Manchester Bicycle and Pedestrian Committee to create a 20-mph safety zone within a one-mile radius from the train station. Included are most streets within the village proper, with these four zone borders from all approaches into town: Forest Street on 127/Summer Street, Bennett Street on 127/Union, Hidden Ledge on School Street, and Crooked Lane on Pine Street. This safety zone will encompass all the town parks, schools, and beaches - destinations that kids frequently walk and bike to.
We advocated this safety zone for several reasons:
1) Vehicle speed is a major concern to residents in our town. Many residents do not feel safe walking or biking around town and parents site concern over excessive vehicle speeds as the primary reason their kids do not walk/bike around town or school.
2) 20 mph is considered a universal “safe speed”. For example, a pedestrian struck by a vehicle has a 95% chance of survival at 20 mph vs. less than 50% survival at 45 mph, with kids and older people even more vulnerable at this speed.
3) The Safety Zone provides consistency and aids law enforcement – one speed limit in the most heavily traveled and densely populated areas.
4) Our community sends a clear message to motorists that they are in a village, that we are serious about promoting safety for everyone, and that they need to pay attention not just on one street, but in the entire town.
The Police Department endorsed this approach and will be vigorously enforcing this new safety zone. Please adjust your schedule accordingly to allow yourself an extra couple of minutes to get to your destination. It is our hope that this change may inspire some of you to walk or bike with your kids to school when your schedule allows. What better way to invigorate the Safe Routes to School Program and reinforce safety training in our schools?
While this change may cause some concern, we are together enhancing the health and safety not only of our children, but also of our entire community. This reinforces the qualities that make Manchester such an attractive place to live and raise families. Please voice your feedback and questions to our Committee Chair, Al Centner: zymes@comcast.net.
Sincerely,
The Manchester Bicycle and Pedestrian Committee
