October Action Items
ALL LEAs
- Title IV, Part A, LEA Special Data Collection for Public Reporting opens October 1, 2023. All LEAs that received Title IV, Part A funds are required to report data in the Federal Compliance Division WorkApp Smartsheet, even if 100% of the LEA's Title IV, Part A allocation was used for Rural Education Achievement Program (REAP) and/or Funding transferability option(s). The deadline for LEA data submission is December 1, 2023. More details and links below in the section titled Title IV, Part A Special Data Collection.
- If you are new to Federal Programs - Do you have Smartsheet WorkApp Access? If not, make sure you have email access as soon as possible since you will need this in order to submit Title IV Special Data Collection reports. Click here for instructions on adding emails to the Smartsheet WorkApp.
- Title I, Part A Comparability of Services Requirement for the 2023–2024 School Year - Due November 17, 2023.
- 23-24 Micro-purchase self-certification is due in Smartsheet by October 31st, 2023
- The 2023 - 2024 Random Validation Phase 1 Web Resources are available on the FPC ESSA Program Monitoring - Random Validations Webpage . A TEA News Bulletin was sent out on Sept. 29th with more information. LEAs will receive initial notification regarding program selection on October 9, 2023.
ESSA - SSA
- SSA - 22-23 ESSA grants will end on September 30, 2023. Last day for reimbursements is October 6, 2023.
- SSA - please start sending your 23-24 EDGAR manual to reimbursements@region10.org
- 23-24 Micro-purchase self-certification is due in Smartsheet by October 31st, 2023
- Please upload your 23-24 EDGAR manual to your 23-24 ESSA Google folder. As a reminder, we need your EDGAR manual before your first 23-24 reimbursement.
- Do not forget to send your job descriptions before a reimbursement for salaries.
ESSER
- ESSER II - all funds encumbered by September 30, 2023.
- SSA - ESSER Supplemental and ESSER 2 grants: Last day for reimbursements is 10/6/23.

TEA Communication Highlights for October

Title IV, Part A - Special Data Collection for Public Reporting
All LEAs that received Fiscal Year (FY) 2022 (July 1, 2022 – September 30, 2023) and/or FY 2023 (July 1, 2023 – September 30, 2024) Title IV, Part A, Subpart 1, program funds are required to report data in the Federal Compliance Division (FPC) WorkApp Smartsheet, even if 100% of the LEA’s Title IV, Part A, allocation was used for Rural Education Achievement Program (REAP) and/or Funding Transferability option(s).
The FPC Division will be collecting requested information using the Smartsheet WorkApp system. The report will open in the WorkApp on October 1, 2023, for submission of 3 Title IV, Part A LEA data requirements:
- 2022-2023 Title IV, Part A, LEA Initial Progress on Program Objectives and Intended Measurable Outcomes (submitted in March 2023)
- 2022-2023 Title IV, Part A, LEA Expenditures by Service and/or Content Area(s)
- 2023-2024 Title IV, Part A, LEA Program Objectives and Intended Measurable Outcomes
The deadline for LEA data submission will be December 1, 2023.
Title IV, Part A, LEA Special Data Collection Training
Attendees will learn about Title IV, Part A, requirements for publicly reporting 2023-2024 Program Objectives and Intended Measurable Outcomes; 2022-2023 Initial Progress of Program Objectives and Intended Measurable Outcomes submitted in March 2023; and 2022-2023 Title IV, Part A Expenditures; and the overall WorkApp submission process.

Title I, Part A Highlights
Title I, Part A Comparability of Services Requirement for the 2023–2024 School Year
Please read TEA’s bulletin regarding the Title I, Part A Comparability of Services requirement for the 2023–2024 school year linked here and also attached. It’s that most magical time of year again – time for the CAD and CCF (if not exempt)!
Each year, local educational agencies (LEAs) that receive Title I, Part A funding are required to document their compliance with the Title I, Part A Comparability of Services requirement under the Every Student Succeeds Act (ESSA). All LEAs that receive Title I, Part A funding must complete and submit to the Texas Education Agency (TEA) the CAD survey. LEAs that do not meet one of the defined exemption criteria must also complete and submit to TEA the CCF. The CAD is available for completion and submission electronically through an online survey.
The CCF, along with instructions for completing/submitting that form and the instructions for completing/submitting the CAD survey, are available on the Title I, Part A Comparability of Services page of the TEA website and through the Grants and Federal Fiscal Compliance Reports and Data Collections (GFFC Reports) secure application, accessible through TEAL.
The deadline for submitting the CAD, and CCF, if applicable, is November 17, 2023.

HB 3 School Safety Overview
The TEA House Bill 3 Overview and Guidance Video was released on August 25, 2023. There are several new House Bill 3 State requirements for ESCs summarized in the video.

State's School Safety/Mental Health Training Requirements
Visit the state’s school safety/mental health state training requirements that include the TEC code, TASB policy, and many other items a district needs to be aware of under our District Resources page.
Title IV, Part A Federal funds cannot be used to meet state or local safety and mental health requirements. LEAs and ESCs can use this chart to help with Title IV, Part A use of funds questions.
Below are links to several state and local required activities that overlap with Title IV, Part A Federal Programs. The LEA would have to meet these requirements before using Title IV, Part A funds to supplement additional needs.

ESSER II, III, & SUPP
Grants END dates including tydings period:
- ESSER II ends on September 30, 2023
- ESSER III ends September 30, 2024
ESSER II Liquidation Extension - LEAs may request a liquidation extension through TEA for up to 14 additional months after the standard liquidation period (until February 2025). All costs under ESSER II, must be fully obligated by September 30, 2023. Certain obligated costs may continue to be received and paid during the liquidation period extension. The extension does not cover all types of costs, i.e., staff salary or travel.
ESSER III - RIPICS Plan reviews/updates are not required after 9/30/2023. If audited, you must have documentation of the required RIPICS Plan reviews/updates every six months through 9/30/23..
Spend ALL of your ESSER II funds or else TEA will move expenses from ESSER III to close out the accounts (see ETVs, Reclasses, and Closing Out ESSER II). It is better to reclassify expenses now rather than wait for TEA to do an ETV after your 22-23 fiscal book closes.

- If not already done, conduct Parent-Teacher Conferences where school-parent compacts are discussed (Conferences are required at the elementary level; at the secondary level, conferences are optional, but the compacts must still be distributed) ESSA, Section 1116(d)(2)(A)
- If allowed by your LEA or campus administrators, attend the Association for Compensatory Educators of Texas (ACET) Conference. (October 25-27, 2023, in Las Colinas, Texas)
