Tobey is a Mathematics Specialist for two projects funded by the National Science Foundation (NSF)—Formative Assessment in the Mathematics Classroom: Engaging Teachers and Students (FACETS) and Differentiated Professional Development: Building Mathematics Knowledge for Teaching Struggling Students (DPD)—as well as the Eliciting Mathematical Misconceptions (EM2) study funded by the Institute of Education Sciences (IES) and Developing and Supporting Assessment Practices (DSAP) funded by Maine’s State Department of Education.
From 2009 to 2013, Tobey was the Implementation Director for Pathways to Math Achievement, a multiyear Regional Educational Laboratory Northeast and islands (REL-NEI) study funded by IES, coordinating with the online algebra course provider and REL-NEI researchers to design and carry out the monitoring plan.
She received a BS in secondary mathematics education from the University of Maine at Farmington and an MEd from City University in Seattle.

The course provides professional development to mathematics specialists, coaches and teacher leaders to learn about and support the implementation of formative assessment practices in the mathematics classroom. The course consists of seven sessions focusing on formative assessment practices that promote student ownership of learning through sharing learning goals and monitoring progress toward those goals through peer and self-assessment.

What is the structure of the course?
The leader course is a hybrid professional development course that includes seven sessions.
- Three face-to-face sessions: Each session is 1 day (6.5 contact hourse per session) in length. The face-to-face sessions are sessions 1 and 4 and 6.
- Four online sessions: Each online session runs for one month and requires an estimated average of 4-5 hours for completion. The online sessions are session 2, 3, 5 and 7. No previous experience with online courses is necessary!
What is the cost of the course?
- $1,400, which includes all materials and lunch at the face-to-face sessions.
