The citizens should be in charge of the laws and where the money goes. the citizens could listen to what the people want and get it by a vote. they could also give loans to more homeless people.

In the book the lottery and Harrison Bergeron the adults have control over the laws. They both concern in the government and money. The lottery is basically a government holding a gambling for money. HBG is also controlled by the government.
