Phase 2 Special Education Plan Information - School Districts ONLY
As a reminder, Phase 2 School Districts are required to update the Program Profile section of their Special Education Plan and check a box that will affirm updates. Some updates made within the Program Profile section require your district to submit a SEPRN (Special Education Plan Revision Notice). For any updates that require you to submit a SEPRN, please be sure those are submitted via the comprehensive planning web application by March 30, 2019. If you need directions for submitting a SEPRN, please reference the document titled, "SEPRN Workflow Directions" located within the instructions on the Assurances>Program Profile page.
Once your district has ensured the Program Profile is updated, please select the affirmation checkbox at the top of the screen. You must select this affirmation checkbox by May 1, 2019.
Training regarding the Comprehensive Planning web application and directions for Phase 2 School Districts was held via webinar on November 13, 2018. This session covered instructions on submitting an updated Program Profile and selecting the affirmation checkbox. Please click here to access the recording.
Phase 1 Special Education Plan Information - School Districts ONLY
As a reminder, Phase 1 district Special Education Plans are due for submission by May 1, 2019.
As we near the deadline for submitting your Special Education Plan, here are some items to review:
- Please be sure your Special Education Plan is posted for public review 28 days prior to final signatures being added.
- When all final touches have been made to your plan, the Board President and the Superintendent should visit the Plan Submission section of the web application to sign and affirm that the contents of the Special Education Plan are true and correct.
- After signing the plan, a member with “Planning Leader” access should visit the Plan Submission>Status and History section in order to Check the Special Education Plan for Issues. If all issues are resolved, a comment box will appear for your optional comments to the reviewer as well as the Submit button. Please make sure your LEA selects the Submit button to ensure the plan is delivered to the reviewer’s queue.

Title I Schoolwide Plans for non CSI/A-TSI schools
A webinar is being offered on May 23, 2019 at 9:00 am to walk you through the content needed for your plan as well as directions to submit the plan via the Comprehensive Planning web application. Registration is not needed for this webinar. Simply use this link to enter the virtual room on the day of the webinar.
Attention Phase 1 LEAs...
Phase 1 Comprehensive Plans are due for submission to the Pennsylvania Department of Education by November 30, 2019.
As a reminder, for this submission time, you are not required to complete the entire plan, but are welcome to if you'd like.
The required sections are:
- Profile>Demographics
- Profile>Stakeholder Involvement/Planning Committee
- Core Foundations>Safe and Supportive Schools (Chapter 12 Student Services information)
- * Core Foundations>Professional Education (Chapter 4 and Chapter 49 information)
- Assurances>Safe and Supportive Schools Assurance
- Plan Submission>Affirmations (Final step after 28-day public review – Board President and Superintendent will need to have at least “author” access to the comp planning application in order to sign.
*Phase 1 LEAs will notice a new section within the Core Foundations>Professional Education section titled, "Professional Development". With the Action Planning section being optional for this submission, please enter in the general PD sessions you will be offering over the next 3 years.

When preparing for public review, please note there are options to pull an output report to either display ALL contents of the plan or just select sections. If your LEA has chosen to update just the required sections for this submission time, please see the picture below to capture only those sections to pull an output report for public review time.

The comprehensive planning process involves analysis of multiple data points in order to create a relevant and meaningful action plan. The face to face sessions and webinars listed below provide practical information for ways to use multiple methods for: analyzing student achievement and growth data, setting goals, determining root causes, and creating aligned plans. A booklet of all professional learning opportunities and recordings of past webinars are available there!
- Make the Most of Multiple Data Tools: This session will support school and district leaders to create a workflow that identifies system-wide areas of strength and concern and integrates multiple data points to create a plan of action. (Webinar recording and PowerPoint)
