B-C-S School Safety a Priority of Summer Work
The Board and Staff of Benton-Carroll-Salem School District are spending the summer working on two big projects that will enhance the safety and security profile of district facilities. "The Board is committed to providing the safest and most secure facilities for the students, staff, and community who use them. It is our number one job," said Superintendent Guy Parmigian. Each year, B-C-S has invested time, effort, and resources into improving security. This spring, for example, the Superintendent issued a directive saying that when doors are open as students enter in the morning and exit in the afternoon that they will be monitored by a B-C-S staff member. This has meant limiting the number of doors that are available to enter and exit but has helped to ensure that we know who is entering and exiting our facilities.
The first project this summer has been working with the Village of Oak Harbor Police Chief and Village Council on getting a school resource officer (SRO) assigned to the B-C-S School District. This has been discussed by the Board at open meetings for the past several months. The Superintendent also spoke with parents and especially students who expressed a desire to have an SRO on-site to serve as a deterrent to violence. The Village of Oak Harbor and School District are in discussions about splitting the cost of the SRO in a fair manner. The B-C-S School District will pay for the SRO with reductions it made to the administrative salaries/benefits budget this summer.
"Schools are in the position where they must evolve to meet the awful threat of school violence. Experience has shown us that school violence can happen in any community," said B-C-S Superintendent Guy Parmigian. One of the roles of the new SRO will be to build relationships with students and staff to prevent violence from taking place. The SRO will not handle regular school discipline matters. "We are not looking to make school discipline issues police matters," said Parmigian. Parmigian added that the SRO will deter problem situations from arising, and can enhance a school’s capacity to address its safety and security concerns. When problems do arise, SROs can intervene quickly to address the situation. Ultimately the presence of an SRO assists in making the school safer and more secure for students, community, staff. Parmigian concluded: "The SRO will serve as a deterrent to anyone who wishes to do harm. While there are no guarantees that an SRO will prevent a tragedy, I believe that it is an important step that we must make. The tragedies that have occurred in schools in the recent months and years tells us--very sadly--that we must evolve to meet the potential threats that are out there "
It is anticipated that the new SRO will begin work at the start of the 18-19 school year. Cleveland.com estimates that 70% of school districts in Ohio have at least one school resource officer. In our area, the Woodmore School District recently entered into an agreement to have two SRO's serve their district, and the Port Clinton City School District will also have two SROs.
The new SRO will spend the majority of their time at Oak Harbor Middle School since that building does not have a Security Vestibule due to the design challenges of the building.
The second project this summer is the renovation of the entrance of R.C. Waters Elementary School to create a Security Vestibule. The Security Vestibule at R.C. Waters will be similar in design to the Security Vestibule at Oak Harbor High School. There will be three sets of doors; two of which will be locked and opened by a control in the Main Office. There will be a transaction window after a visitor gets buzzed into the second set of doors to allow parents/visitors to drop off paperwork or lunch money, etc. The goal of the Security Vestibule is to better control the flow of visitors into the building. If a visitor needs to drop something off they can do it through the transaction window without having to enter the building. The doors will also have a protective bullet resistant glazing. The approximate cost of the Security Vestibule is $75,000, which will be paid Permanent Improvement Levy Funds. The District is saving money by completing this renovation with its own maintenance staff doing the work, led by Jack Harris.
The R.C. Waters Security Vestibule should be completed by the start of the 18-19 school year.
