The Lawmaking Process

  1. bill is introduced by the senator who drafted the bill
  2. bill is sent to the senate standing committee
  3. bill escapes a move to pigeonhole it in the committee
  4. senate standing committee holds a public hearing
  5. standing committee sends the bill to the full senate
  6. bill is debated by the full senate
  7. they pass their version in a roll call vote
  8. bill is introduced into the house of representatives
  9. house of representatives pass a different version of the bill
  10. conference committee is set up
  11. compromise bill passes both houses
  12. president signs the bill into a law
