Borders
A border is a boundary that is controlled by the government that is also outlined by boundaries. The border doesn't have to be a physical border going around the property, but it can be something just as simple as a sign telling you that you have left that area.
Powers
Governments have something that is called a political power. A political power is the power to control or enforce behavior. And a political power is an area that is controlled by the government.
