The defenition of Newtons Third Law of Motion
Forces always occur in equal but opposite pairs. For every force (action) there is an equal and opposite force (reaction.)
An Example
If you push on a car, there is no movement, so it must be a balanced force. The car must be pushing back with the same force but in the opposite direction.
