Shrewsbury Receives AAA Bond Rating S&P Global Ratings, a municipal bond credit rating agency, assigned a rating of ‘AAA’ , the highest rating attainable to the Town of Shrewsbury. The rating agency cited the Town’s very strong economy, strong management with good financial policies and practices, strong budgetary performance and flexibility, very strong liquidity, strong debt and contingent liability profile, and strong institutional framework as positive credit factors. Ms. Beth Casavant, Chair of the Board of Selectmen states, "To maintain our AAA bond rating given the challenges associated with the COVID-19 pandemic is a testament to the strength of our financial management policies and collaborative working relationship across Town departments. This rating translates into millions of dollars in savings for the taxpayers as borrowing occurs for the police station building project. The Board of Selectmen is grateful for the work of Mr. Mizikar and Town staff for their continued efforts on behalf of the community " | Board Signs Bonds for the Police Station and Public Safety Radio system project Mr. Mizikar reviewed a PowerPoint presentation regarding the recent AAA bond rating from Standard & Poor’s Global Rating Services and the general obligation bond issuance of the Police Station & Public Safety Radio project and the SELCO fiber to home project. Mr. Mizikar announced that Morgan Stanley & Co, LLC bid a 1.42% interest rate, which is unbelievable given the current COVID-19 pandemic. This interest rate yields a savings of approximately $2.1 million for the Police & Public Safety Radio project. The Board voted to sign the bonds. | Allocation of Town Meeting Members Article 1 Section 3 of the General By-laws dictates how Town Meeting Members should be allocated among precincts based on the population. The determination of the number of representatives in each precinct. When the Town Clerk prepares the ballot, the adjustment will be noted and only the people in the election cycle will have to run again. The Board voted to issue a letter to the Town Clerk with the revised number. |

COVID-19 Status Update Mr. Mizikar, Town Manager, shared an update on COVID-19 in the Town of Shrewsbury, which included the number of positive cases, town operations, deaths, and the staffing plan. First responders began receiving vaccines on January 11th in phase one. Details on phases and eligibility can be found here. The Board discussed a possible vaccination site in Shrewsbury. At the present time, a site is not available however discussion is emerging. | Quarterly Financial Update Mr. Mizikar shared a quarterly financial update with the Board. Local receipts are on budget, but it's still too early to call. The Town received the first noteworthy quarterly marijuana excise payment from the Commonwealth of about $45,000. State Aid is level with FY20. Mr. Mizikar reviewed a summary of expenditures for FY 2021. | May 17, 2021 Annual Town Meeting The Board reviewed a memo and approved the action dates for the May 17, 2021 Annual Town Meeting. The location is yet to be determined due to the COVID-19 pandemic.
