Project Homeless Connect 2016 Vendor Information:
- We request vendors arrive between 9:00 and 9:30 to set up and network with the other vendors.
- We request vendors plan to stay until 2:00.
- The event will be open to participants from 10:00 am to 2:00 pm.
- Wi-Fi is available at the event.
- Table cloths are not provided but you are welcome to bring your own.
- Lunch will be provided for vendors.
- Bottled water will be provided to vendors throughout the event.
- The purpose of the Lapeer County Project Homeless Connect is to provide services and information to the homeless and at-risk population of Lapeer County.
- Please plan to provide as much of your service as possible during the event itself, in addition to handouts and registering people for your programs/services.
- We try to place similar agencies near each other such as agencies focused on children, or agencies focused on health
- Please send your registration in as early as possible,
- The number of tables is limited and will be assigned on a first-come, first-served basis.
- Tables with electrical access are limited and will be assigned on a first-come, first-served basis
- Only organizations that have pre-registered will be permitted to participate.

Highlights from the MV Liaison Meeting at the Tuscola ISD:

MV students: Have to be included and monitored in the SIP just like other subgroups
SIP Requirements: You can use your Identification Criteria Worksheet for Section 31a Pupils to identify Homeless students. Title I Plans will be required to demonstrate how the LEA will close the achievement gap between students meeting and not meeting state academic standards (Beth will support pulling the necessary data at the end of the year). Additionally, the plan must demonstrate how the LEA will support the school enrollment, attendance, and success of homeless children and youth, including through services provided with the homeless set-aside.
Local plans for children in foster care: Need to be developed within a year of ESSA enactment to address providing school of origin transportation; Click here for more information.
Red flag to the State: If there are less than 10% of our Free and Reduced Lunch count as Homeless.
ESSA: Requires (not recommends) that the MV Liaison attends mandatory training; additionally, the Liaison is required to train all MV staff.
Special Education: Do Unaccompanied Youth need to have a parent at an IEP? If possible yes but a "surrogate" parent should be available through the ISD.
Doubled up: Does not include families doing it for convenience.
Review attendance policies: Consider adding language that "excludes Homeless students" from losing credits for attendance issues.
School of Origin: The most recent district in which they were enrolled including public preschool programs
School of Residence: The district in which they currently reside
Transportation: There is no time limit on transportation defined by the State
Title I Homeless Set Aside: Mandates that the set-aside be determined based on the total LEA Title I allocation and prior to any allowable LEA expenditures or transfers
Title I Funds: Can be used to pay for transportation costs above and beyond typical transportation costs such as gas cards, GLTA tokens. However, the District will look to providing bus transportation first.
Grant amount for MV = $82423 up 15,500 dollars
Preschool Questions:
What about tuition-based preschools? Do they have to transport? What if it's a headstart program in a district's building that is state funded but the district doesn't get funds for them? Does the district transport?
· Tuition-based preschools that are simply housed in a district school building ARE NOT A PART OF A PUBLIC SCHOOL PRESCHOOL PROGRAM, so they are not required to follow MV regulations.
· Head Start programs that are simply renting/using building space from a public school district would have to follow the HEAD START MV PROVISIONS (prioritizing homeless kids for enrollment, moving to the top of any wait list, etc.)
· GREAT START PRESCHOOL PROGRAMS ARE DIFFERENT BECAUSE THEY ARE ALL FUNDED THROUGH AN ISD, WHICH IS A PUBLIC DISTRICT, PER USED. So, ALL GSRP programs must follow MV regs, even if they are contracted out by the ISD’s GSRP grant to a community preschool program. If an LEA/PSA/ISD/RESA is the fiscal agent all programs must follow MV guidelines.

Q: On Dec 10, are districts supposed to uncode these students as sheltered? What happens on Dec 10th in their data systems?
A: On December 10, 2016 MV Liaisons, LEA Pupil Accounting staff and anyone else may no longer count ANY FOSTER YOUTH as MV or homeless or sheltered.
(Their MV status will remain in the data systems and be counted for the 2016-17 MV student counts. But their status as homeless ends on that date, as well as their MV services. It will be up to Title I-A to support their academic success from then on.)
After much discussion and the fact that CEPI removed the code for foster students prior to the December cut-off date for reporting Foster students there has been a decision made between CEPI and MDE, below is that resolution.
· FROM SEPT. 6, 2016 THROUGH DEC. 9, 2016: Use the primary nighttime residency code number for “sheltered” for all MV eligible foster youth – those in the first 6 months of a new placement. (For PowerSchool code use 10)
· Beginning on Dec. 10, 2016: Continue to use the “sheltered” code but ONLY for those students actually residing in sheltered living situations. NO FOSTER YOUTH MAY BE CODED MV ELIGIBLE AFTER DECEMBER 10, 2016.
