What are borders and powers?
Powers are defined as control or dominion or a position of control, dominion, or authority, or a state or other political entity with political, industrial, or military strength.

Borders are defined as geographic boundaries of political entities or legal jurisdictions, such as governments, sovereign states, federated states and other sub-national entities.
