The Board of Education recognized and celebrated the following middle school students for participating in the District 25 Spelling Bee.

B. 7th Grade Girl's Basketball Team
The Board of Education recognized and celebrated the South Middle School 7th Grade Girl's Basketball Team as they won sectionals and qualified for the State Tournament. The Board recognized and thanked their coaches Dan Burdi and Scott McTague.

C. 2024 All-Illinois Junior Band
The Board of Education recognized and celebrated the Thomas Middle School students that qualified for the 2024 All-Illinois Junior Band. The Board recognized and thanked Ms. Candace Horton, their Band Director.

D. Presentation of the 2022-23 Financial Audit
Jason Coyle, Partner with the District's auditing firm Baker Tilly, LLC, presented the results of the June 30, 2023 financial audit to the board. The District was credited with going above and beyond for financial reporting by Baker & Tilly.
The District received the highest level of assurance in the auditor's report over the financial information in the District's financial statements.

8. STUDENT LEARNING

Director of Technology, Chris Fahnoe, presented an overview of the District's digital safety to the Board of Education. This presentation provided an overview of various procedures, settings, and learning opportunities to support digital safety for our users, including:
- Culture of safety: Learning and Training Opportunities
- Network security: Protecting Data Going In/Out of Our Network
- Device settings: Allowing for Learning Experiences While Protecting Users
- Platform & application management: Providing Aligned Applications and Managing Access to Data
Utilizing these safety approaches together, we can maintain a safe digital learning environment that aligns with our strategic vision and supports the success of all learners.

A. RESOLUTION TO ABATE WORKING CASH FUND
That the Board of Education approve the Resolution Abating the Working Cash Fund in the amount of $1,900,000 to be transferred to the debt service fund.
On December 12, 2023, the board approved the “Resolution authorizing the abatement of a portion of the 2023 taxes heretofore levied by Arlington Heights School District No. 25, Cook County, IL (debt service fund)” in the amount of $1.9M. In order to cover the $1.9M tax shortage in the debt service fund, a permanent transfer (i.e. abatement) from the working cash fund is necessary which requires the recommended resolution.
This approval authorizes that transfer of District funds to take place.

C. NORTHERN ILLINOIS INDEPENDENT PURCHASING COOPERATIVE JOINT AGREEMENT
That the Board of Education approve the Northern Illinois Independent Purchasing Cooperative Joint Agreement as presented.
Presented by the District's Assistant Superintendent of Business/CSBO, Stacey Mallek, the Board approved the joint agreement of the Northern Illinois Independent Cooperative (NIIPC). Arlington Heights School District 25 was one of the founding member districts of the NIIPC, which has played a critical role in procurement on behalf of independently operated school meal programs in the State of Illinois since 1995.
To ensure compliance with all necessary legal and practical requirements, the current NIIPC Directors compiled new bylaws with input and recommendations from both ISBE and NIIPC legal counsel.
The Cooperative's purpose is to assist Member Districts in meeting state and federal mandates related to the bidding and procurement of goods and services related to food service administration, thereby increasing cost savings, efficiency, market access, and mitigating risk throughout the procurement process.

D. NORTHERN ILLINOIS INDEPENDENT PURCHASING COOPERATIVE ADMINISTRATIVE AGREEMENT
That the Board of Education approve the Northern Illinois Independent Purchasing Cooperative Administrative Agreement as presented.
The NIIPC is restructuring. As part the restructure, the NIIPC is developing its own governing board to approve all formal bids on behalf of the 72 member districts. With this approval, District 25 will take on the role of Administrative District as outlined in the NIIPC Administrative Agreement.

B. INSIGHTex STAFF SATISFACTION AND ENGAGEMENT
Assistant Superintendent of Personnel & Planning, Dr. Brian Kaye, presented the results of the INSIGHTeX survey given to staff at the beginning of the year. The purpose of the survey is to put data descriptions into District 25' beliefs about the District's work culture. Staff provided input into all aspects of their work environment, and staff are the ones who collaboratively determine action steps to continuously improve their work environment.

- Gosia Olszanski requested information on ethics classes; a response was provided on October 9, 2023.
- Michael Rost of Allium Data requested information on insurance; a response was provided on October 18, 2023.
- Andrew Carlton of notionize.org requested information on full-time employees; a response was provided on October 26, 2023.
- Patrick Lee, Illinois Volunteer for Change the Air Foundation requested information on IAQ and environmental testing; a response was provided on November 17, 2023.

B. SCHOOL RESOURCE OFFICER INFORMATION
At the February 13th Board Meeting, District 25's Board of Education reviewed information that had previously been presented since the original discussion at the May 2023 Board Meeting. Board members discussed all aspects of the position, and asked questions for clarification.
After diligent and purposeful discussion, the Board gave direction to the Superintendent that included not moving this topic forward unless new information becomes available.

E. 2023 ILLINOIS SCHOOL REPORT CARD
Superintendent Dr. Lori Bein prepared a presentation for the Board on the 2023 Illinois School Report Card. These results were released to the public on October 30, 2023.
District 25 schools all received Exemplary or Commendable summative designation labels. The commendable schools are all on the high end of the “scale”. The Summative Designation wraps all academic data into one label, and compares schools to each other across the state.
