DISTRICT INFORMATION
Opportunity Culture
The Spring Branch Independent School District (SBISD), in conjunction with Public Impact and Region 20 Education Service Center (ESC), has officially launched Opportunity Culture Texas with fourteen SBISD campuses. November 1st was the initial meeting for campus design teams, with three more to follow in the coming months.
In the spring, campuses will propose a plan designed to achieve the following within current budget:
- Extend the reach of their very best teachers to more students
- Incentivize and reward great teachers for remaining in the classroom
Principals will work with their campus design teams to redesign job roles, responsibilities and schedules so that they extend the reach of highly skilled teachers.
The two primary Opportunity Culture roles the district has selected are Multi-Classroom Leaders (MCL):
- The MCL is a teacher with leadership skills that teaches students and leads/coaches teams of teachers and assistants by sharing strategies and best practices.
- Extended Impact Teachers (EIT): The EIT is a teacher who specializes in high-priority subjects and the most crucial roles. Through creative use of time and technology, these teachers take on more students while keeping reasonable class sizes.
Campus design teams will work closely with their assigned Community Superintendent to vet Opportunity Culture plans and ensure communication with stakeholders.
District teams comprised of each central office division are working together to ensure the alignment of resources and strategy. Community Relations is developing a district-wide communications plan to ensure accurate and timely messaging.
PBMAS
The Performance-Based Monitoring Analysis System report, or PBMAS report, is a district-level, data-driven monitoring system with a report issued annually to determine performance for Special Education, Bilingual/ESL, No Child Left Behind, and Career and Technical Education.
Program performance is scored by performance levels ranging from 0 - 4 in Special Education and Bilingual/ESL, and 0 - 3 in other programs, with 0 being the highest level and 3 or 4 being the lowest. The frequency of 3s and 4s among PBMAS indicators determines Staging categories. Special Education improved to a Stage 2 status while Bilingual/ESL remained at Stage 2 status.
Any program receiving a Stage 2 or 1 are required to engage in the Texas Accountability Intervention System, or TAIS process; develop and implement a Targeted Improvement Plan; and retain it and all supporting documentation locally. TEA reserves the right to audit these districts.
Key Information:
- Special Education improved from Stage 3 in 2015-2016 to Stage 2 in 2016-2017
- Bilingual/ESL remained at Stage 2
- Career and Technical Education is Stage 1
- No Child Left Behind is Not Staged
