President Woodrow Wilson
President Wilson asked Congress to declare war in April of 1917. He also proposed the League of Nations which was an association of countries established in 1918 by the Treaty of Versailles to promote international cooperation and achieve international peace and security.

Kaiser Wilhelm II
Kaiser Wilhelm II encouraged aggressive Austro-Hungarian diplomatic policies following the assassination of Archduke Ferdinand. He was in charge of the German army, but the real power lay with his generals. At the end of WWI, he was forced to give up his power.
