First you want to add the three to the other side because the opposite of negative is positive.
-3/2 -2/3x=20 -3/2
Then you want to flip the -2/3 then multiply both sides by that.
The -2/3 cancels out then you want to multiply the other side.
x=20/1 - 3/2 <--Multiply straight across
x= - 60/2 <--Simplify
x= - 30
