Dear Quince Orchard Students, Staff, and Families,
Tomorrow is an exciting day as we begin the second semester. This means we are half way through the year and closer to graduation for the Class of 2023! As I shared last week, we will begin the semester with a modified schedule on Monday 1/30 and Tuesday 1/31. Our purpose for this intentional schedule is to:
To offer dedicated time to build relationships, create shared agreements, in addition to introducing course content at the start of semester 2
To reflect student voice feedback requesting dedicated time toward building relationships at the start of semester 2

Tomorrow, Monday 1/30, our students are planning a walkout to show their support against Antisemitism and to raise awareness for the hateful anti-Semitic acts that have been occurring in our community and throughout our nation. We are committed to helping them exercise their first amendment rights in a safe space. I welcome the opportunity to hear from you and will continue to work with our entire community to create a school community where hate is not tolerated or allowed.

Summer RISE Program - Registration starts February 1st!
Dear Parent(s)/Guardian(s) of Current Sophomores and Juniors:
We are pleased to inform you of a unique opportunity for your child this summer. Summer RISE is an initiative led by the Montgomery County Public Schools Department of Partnerships in collaboration with businesses, nonprofits and government agencies to provide school year 2023-2024 rising juniors and seniors with an enriching career-based learning opportunity from June 26 to July 28, 2023.
The program will offer a minimum of 50 hours of either in-person, virtual or a combination of the two experiences over five weeks. Students who apply need to be available Monday to Friday from 8:00 a.m. - 6:00 p.m. during the entirety of the program. The hosting organization will notify your child of their schedule. Through the program, your child will be introduced to different roles people have within businesses and agencies, how the organization functions as a whole, and what technology is used by the company or office. Your child will be coached on developing professional skills that future employers seek in hiring new staff.
This is a FREE program for students. Students accepted into the program will be required to attend a professional skills and financial literacy workshop prior to the start of the program to help prepare your child for his/her opportunity.
Student placement is based on industry availability & student preference. Should your child be selected to participate, acceptance, as well as the host placement, will be confirmed in spring 2023. Students who complete the program will receive a stipend, if funded, and a Certificate of Completion. Students who cannot be offered a slot will also be notified late in the spring.
Student registration will open at 8AM on Wednesday, February 1 and will close at 5PM on Tuesday, March 7, 2023 and can be accessed at www.bit.ly/SummerRISE2023. We ask that parents and guardians review the Parent/Guardian Summer RISE 2023 Student Agreement prior to your child’s submission and to assist while your child completes their registration.
Student and parent/guardian information sessions will be held in-person in Rockville on Monday, February 6th from 6:30 p.m.-7:30 p.m. or virtually on Thursday, February 23rd from 7:00 p.m.-7:30 p.m. Students and parents/guardians can join the information session by signing up here or on the Summer RISE website. If you are not available on either of those dates, a recording of the presentation will be posted to the website.

Calling Singers for BHM Assembly music
2nd Semester Parking Permits
Students requesting space on the Quince Orchard High School parking lot must apply for a permit. This permit is a privilege, not a right, and may be revoked for failure to adhere to school policies not limited to those shown below. YOU ARE NOT GUARANTEED A PERMIT! Permits are assigned on a semester basis.
All applications will be evaluated based on the following:
-classified as a 12th grader or 11th grader by MCPS criteria
-abbreviated schedules
-participation in-school supervised activities when activity buses are not available
-attendance at other schools requiring private transportation
-residing outside school or bus transportation boundaries
-unusual or imperative need
-satisfactory attendance, behavior, and academic records
-absence of financial obligations, including balances remaining on payment plans
-clear of any obligations
Students, upon satisfying the above criteria, may submit this google form to apply for a permit. Applications will be accepted from Monday, January 23rd to Friday, February 3rd. We will send an email to your mcpsmd.net email account letting you know the status of your application by Tuesday, February 7th. If you receive a permit, you will have to pay $39.00 for your spot on SCO. The link to pay for your permit on OSP will be included in that email. To get your permit tag, you will bring proof of payment with you to Mr. Rabberman's Office (Room 255) during Lunch from Wednesday, February 8th through Tuesday, February 14th. If you have not paid for your parking spot by Tuesday, February 14th, you will lose it.
2nd Semester Parking begins on Wednesday, February 8th. Students will be able to start parking in their spots when they receive their permit tag. Students without a parking permit will not be able to park on campus.
Parking permits must be displayed in the vehicle on the rear view mirror with the number facing out. Permits are non-transferable and will be revoked if used by vehicles other than the registered student. Permit holders are expected to observe the following regulations, which will be strictly enforced. (Note that Quince Orchard High School cannot revoke any ticket issued by the Montgomery County Police for parking or traffic violations.) Activities listed below are prohibited, and violations will result in temporary or permanent loss of the parking permit:
1. Exceeding reasonable speeds or otherwise driving recklessly.
2. Leaving school grounds without permission and not signing out/in the attendance office.
3. Unauthorized transporting other students off school grounds during the school day.
4. Parking in spaces designated for staff, visitors, or marked as reserved.
5. Parking a vehicle without a current parking sticker.
6. Parking anywhere on school grounds not designated as a student parking space.
7. Parking in a designated handicapped parking spot without a handicapped permit.
8. Littering.
9. Violations of the school discipline policy.
10. Parking in the bus lane.

New Health Education Requirements for the Class of 2025 and Beyond
The Maryland State Board of Education recently changed its graduation requirement for health education. Students in the Class of 2025 and beyond must now earn one full credit for graduation; previously, they earned one half-credit. Again, this requirement begins with the Class of 2025. The change does not impact students in the Class of 2023 or 2024. Students will now take two separate semesters of Honors Health.
Honors Health A is a prerequisite for enrolling in Honors Health B and cannot be taken back to back in one school year. Physical Education still remains one full credit. Honors Health Education B will NOT be offered centrally this coming Summer of 2023. We are still awaiting the completed online course from MSDE.

Seniors! Are you interested in a career as an Electrician?
The Pre-Apprenticeship Electrical Program is a 10-week course that gives insight on a full electrical apprenticeship path. In partnership with Independent Electrical Contractors Chesapeake (IECC), the Pre-Apprenticeship Electrical program is designed to prepare students to enter and succeed in a Registered Electrical Apprenticeship program.

Gap Year Fair at Richard Montgomery HS on January 31, 2023
Welcome all students, parents & educators: Join us in person at this year’s gap year fair for a Gap Year 101 presentation (and more!) to get the most up-to-date information about planning a gap year. Whether you're dreaming of Spanish language immersion in Costa Rica, rock climbing in the American Southwest, or pursuing a virtual internship from the comfort of your living room, there are so many gap year options to choose from! Learn the ins and outs of gap year planning from an expert gap year counselor, then speak directly to gap year program representatives, counselors, and gap year alumni at the fair. Both gap year counselors and gap year program providers will be available to speak with you directly and answer any questions you might have, like:
- Who takes a gap year?
- What gap year experiences might be the right fit for me?
- When should I start planning my gap year?
- Where can I actually go during my gap year?
- Why are so many students taking gap time during COVID?

MCPS HBCU College Fair & On-the-Spot Virtual Admission Opportunities
The HBCU College fair will be hosted on February 17 at the Universities at Shady Grove. Leading up to the fair, Quince Orchard High School will be hosting on-the-spot virtual admissions opportunities on February 13-16.
This free in-person event at The Universities at Shady Grove will provide students in Grades 8–12 an opportunity to meet representatives from more than 50 HBCUs. Representatives will share information and answer questions from students and parents about admissions, financial aid, testing, majors and much more. The event will also feature a college preparation workshop for middle school students and parents, a discussion on college life, FAFSA completion assistance, scholarship information and more. This event is co-sponsored by Montgomery County Public Schools (MCPS) and the Montgomery County Chapter of the National Association for the Advancement of Colored People (NAACP). MCPS Tutoring at Quince Orchard
For additional support, a limited amount of QO staff members serve as MCPS tutors who help students with content recovery, IEP goals & preparation for upcoming learning in their classes. The best candidates for this program are those who are available after school for an hour 2-3 times a week (provided we have a tutor available).
MCPS provides free online homework help through FEV and Tutor Me, platforms that run through Clever and have 24/7 access. Students can book virtual sessions with certified tutors with or without cameras to get their questions answered.
Note: MCPS tutoring is not homework help. Students can obtain homework help from our external vendors Tutor Me and FEV. These vendors are open 24/7, so they are a great option for students who can’t typically meet with a tutor after school. They can also help across subject areas, whereas our QO tutors only tutor in the subject areas that they teach or support, so a general referral cannot be honored by our in-house structure.

5 Things to Know from MCPS - Thursday 1/26/23
1. Fentanyl Awareness: Family Forum Set for Jan. 28
In partnership with MCPS, Montgomery Goes Purple invites families to come out Saturday, Jan. 28 for an event and discussion on this deadly drug.
Panelists will share important information on the dangers and prevalence of fentanyl, prevention tools and protective factors for students, and resources for treatment. The event will be from 9:30–11:30 a.m. in the Clarksburg High School cafeteria, 22500 Wims Road in Clarksburg. Please RSVP. The event will also be live-streamed on the MCPS homepage. Ride On will provide free bus rides on Saturday from 7:00–2:00 p.m. on routes 10 and 75.
2. Help Rising High School Juniors and Seniors Learn About Your Workplace and Career Field
MCPS is seeking hosts for the Summer RISE 2023 program in all career fields, particularly those in arts and entertainment, architecture, bioscience, business management, cybersecurity, engineering, healthcare, information technology, law and veterinary services. Summer RISE is an MCPS initiative to help students learn about career opportunities. If you are interested in offering an in-person, virtual or hybrid experience between June 26 and July 28, sign up today. Registration will close Friday, April 14. 3. MCPS is Hiring Teachers, Administrators, Support Staff and More
An in-person Teacher Job Fair will be held on Monday, Jan. 30 from 5-7 p.m. at 15 W. Gude Drive in Rockville. The district is looking for highly qualified professionals to join its workforce as teachers for the 2023-2024 school year. If you or someone you know is interested, please RSVP.
In addition, Watkins Mill principals are hosting a talent recruitment session on Thursday, Feb. 2 to promote opportunities at schools within its cluster. As the hiring season approaches, the cluster is looking to fill vacancies in teaching, administration and more. Interested educators should RSVP.
4. Celebrating Lunar New Year
Students, parents and staff at Spark M. Matsunaga Elementary School attended the annual Lunar New Year show and celebration on Jan. 20. From traditional dances to vibrant costumes, students from all backgrounds celebrated Asian culture and traditions. Check out a photo gallery from the event.
The League of Educators for Asian American Progress (LEAAP) held its annual Lunar New Year scholarship dinner on Jan. 18. This event is a scholarship fundraiser for Asian and Pacific Islander American high school seniors interested in pursuing a degree in teaching.
5. Spotlighting Our Great Students and Staff
The Make-a-Wish Foundation surprised MCPS fifth grader Aubrey Campbell with a trip to Hawaii. The surprise was revealed this week in front of her classmates at Rachel Carson Elementary School.
Students at Shady Grove, William H. Farquhar, Parkland and Briggs Chaney middle schools were named winners in this year’s Invent the Future Challenge celebration at KID Museum. Almost 1,500 middle school students participated in this year's challenge. Through designing their own inventions, innovation and problem-solving, students answered the question: What will you make to improve life on this planet? See the list of winners.

Spring Sports Registration is OPEN!
MCPS and Quince Orchard High School are excited to announce that registration for Spring Sports will open on Monday, January 23rd at 12pm! Below is information regarding the upcoming Winter Sports season, as well as the registration process. Additional information can be found on the MCPS Athletics website. (Note – tryouts for Winter sports will start on Wednesday, March 1st).
Registration Information
How to Register
Students must be registered by a parent through the MCPS ParentVue Portal. Students must be registered by Monday, February 27th in order to guarantee that their registration will be processed in time for the first day of tryouts.
Steps for Registering via ParentVue
- Login to MCPS ParentVue Portal
- Locate “Online Registration” in the upper right hand corner of the screen.
- You should then see prompts to enter information for the “2022-2023 HS Athletics Registration – Spring”.
If you see something for “Annual Verification” or “Resume Annual Registration”, please click the “Start Over” button, logout and log back in, this should then allow you to access the Athletic Registration. - The Athletics Registration screens will have you verify information in the system and then allow you to review and complete the Athletics Registration forms.
If any of the information appearing on the “Family” or “Parent/Guardian” information screens is incorrect, please contact the our Registrar at Kristin_A_Barnes@mcpsmd.org to have this corrected before completing your registration.
ParentVue Troubleshooting Information
If a parent is having trouble logging into the MCPS ParentVue Portal:

- If you have never activated your parent account:
Parents were sent activation information at the beginning of the school year, which included an Activation Key. If you still have this information, use it to activate your parent account. If you do not have the activation information, call the Main Office at Quince Orchard at 240-740-3600 during normal office hours. - Forgot your password? Click on the Forgot Password link on the ParentVue Portal.
- Forgot the email address you used to activate your account? Email Quince Orchard Athletic Director Jeffrey_L_Rabberman@mcpsmd.org. Be sure to include the student name, ID and parent name in the email.
Pre-Participation Physicals
Students should complete their pre-participation physical (MCPS Form SR-8) so that the medical eligibility form (last two pages of SR-8) is ready for online submission or for submission to the coach prior to tryouts/practices. Physicals are valid for one calendar year. A partial list of Clinics that offer Sports Physicals within the Montgomery County area is available online. Physicals can be uploaded by the parent during the registration process. However, if a parent needs to submit a physical after the student has already been registered, email an electronic copy of the completed pre-participation physical (MCPS Form SR-8) to Quince Orchard Athletic Director Jeffrey_L_Rabberman@mcpsmd.org.
Frequently Asked Questions
What is the timeline for the start of sports?
Registration will open on Monday, January 23rd. Tryouts/practices will begin on Wednesday, March 1st for most sports. Tryouts and preseason will continue for three weeks, with the first contests beginning on Tuesday. March 21st.
If a student participated in optional off-season workouts, does the student have to register for the Spring season?
Yes! Registration or participation in off-season workouts does not mean the student is registered for the upcoming Spring season. Any student who would like to participate in this upcoming Spring Sports season must be registered by a parent using ParentVue as outlined above.
If a student registered or participated in athletics in the 2021-2022 school year or All-School Conditioning, will the student need to register again for Spring ?
Yes! The registration is only for one sports season. Any student who would like to participate in this upcoming Spring sports season must register using ParentVue as outlined above.
Is there a schedule of games or practices posted yet?
The practice schedule will likely be Mondays through Fridays with Saturday practices and games. The First Day Tryout schedule will be available by February 15th. Game schedules are posted on www.countysportszone.com and on our website.
Will there be tryouts, or are all students who register going to be on a roster?
This will depend on the sport and the number of student registrations. Tryout/practice information will be posted and communicated to students and parents, including whether there will be a tryout period to start the season. Similarly, information about where to report for tryouts and what the student needs to bring to tryouts will be communicated to parents and students at that time.
Can a student tryout for more than one sport in the same season?
Parents must declare only one sport per season during the registration process. However, if a student would like to change his/her sport prior to the start of tryouts, the parent must email Quince Orchard Athletic Director Jeffrey_L_Rabberman@mcpsmd.org in advance of tryouts. Similarly, if a student tries out for a sport and does not make the team (or decides to change sports after the tryout date), please have the parent email Quince Orchard Athletic Director Jeffrey_L_Rabberman@mcpsmd.org.
Will transportation be provided for tryouts and practices?
Unfortunately, transportation is not provided to and from tryouts and practices. Students are responsible for arranging their own transportation for tryouts and practices. Additionally, students may not remain on campus for extended periods of time before or after tryouts and practices due to supervision policies.

Season Passes
Season Passes for the 2022-23 school year are now on sale through GoFan. You can purchase Season Passes for the Full Year, Fall, Winter or Spring. Click on the type of season pass you would like to purchase and from there you can select Adult (ages 19-62) and/or Student (ages 11-18). All season passes are good for REGULAR SEASON HOME GAMES ONLY!
This method will be the ONLY way to purchase season passes. We will not accept cash or checks. All Season Tickets will be sold through GoFan.

Please Review these Important Lunch Expectations & Rules
Lunch Policy
It's important that students and families review the following rules & expectations:
- 9th and 10th-grade students are not permitted to leave campus during lunch. There are still many outdoor options (tennis courts, basketball court, courtyard & in front of the school), but leaving campus is a direct violation of our QOHS lunch policy and will result in disciplinary action.
11th and 12th-grade students leaving the QO campus during open lunch are expected to:
ALWAYS use the crosswalk when leaving school grounds. Safety is a priority and we can't control traffic but the crosswalks are there to support a safe transition.
Show their student ID when leaving campus.
Always showcase Cougar Pride and know that they represent QO in all settings.
Return to school prior to the start of 6th period (or at the end of the lunch block when schedules are changed) and must be in their next class on time.
Students are not permitted to sit in their car, nor can they drive off in a car during lunch. Students with a half-day schedule that are leaving campus for the day, may not drive others off campus for lunch. Students permitted to leave campus for open lunch must walk.
A number of community merchants have expressed their concern regarding stealing, skipping & disrespect. These behaviors are unacceptable, do not showcase our Cougar Pride, and will result in a loss of open lunch privileges.
Our purpose is to inform and explain these norms so open lunch will be a positive and safe experience for everyone: students, staff, parents, merchants, and the community. Always remember, open lunch is a privilege, not a right. It will be taken away from students who do not adhere to norms or showcase Cougar Pride. Students who have been assigned lunch detention are to remain on campus. Parents or Guardians may rescind their child’s open lunch privilege. However, remaining on campus is the responsibility of the student just as attending class is the responsibility of the student. If the student is found off campus, parents will be notified and consequences will be applied.

Saturday School Information
Saturday School provides academic tutoring and instruction with certified teachers in a nurturing and supportive environment. The program is aligned with the Montgomery County Public School (MCPS) curriculum.
The fee for the entire year of Saturday School remains the same at $40 for FARMS students and $85 for all others.
Each Saturday morning, we have motivational sessions that focus on mindfulness and wellness within each center. In addition, students will have two additional hours with the MCPS curriculum (Benchmarks and Eureka) for additional support or acceleration. Each center serves the entire cluster of schools, but students have the capability of attending the center of their choice or participating virtually.
